Wright Laboratory is interested in receiving proposals for the research effort described below. This solicitation and resulting award shall be made in accordance with the Research and Development Streamlined Contracting Procedures (RDSCP) described in DFARS 235.70. This is the solicitation, there will be no formal RFP or RFQ. The name, address and telephone number of the representative of the contracting officer for this solicitation is shown as POC above. This solicitation consists of this notice, any subsequent amendments, and a supplemental package which is available by writing to the above address. Offerors who did not respond to synopsis RFP F33615-96-R-1089 published 96APR02 should provide, in writing, their complete address information to Wright Laboratory (see above address) in order to receive any subsequent amendments and the supplemental package. Small Businesses are reminded to submit a qualification statement along with their request for the supplemental package. This solicitation includes clauses and provisions from FAR 1990 edition updated through FAC 90-37 and DFARS 1991 edition updated through DAC 91-10. The standard evaluation factors found in Section M of DFARS 235.7006 apply. A Cost Plus Fixed Fee (Completion) type contract is contemplated. The estimated period of performance is 18 months commencing on or about 96NOV01 which includes 4 months for writing and reviewing the final report. It is expected that this contract will be awarded based upon a determination that there is adequate price competition, therefore, the offeror is not required to submit or certify cost or pricing data with its proposal. If, after receipt of the proposals, the Contracting Officer determines that adequate price competition does not exist in accordance with FAR 15.804-3, the offeror shall provide certified cost or pricing data as required by the Contracting Officer. To be responsive to this solicitation, submit 5 copies of your Technical proposal no later than 1500 hours Eastern Daylight time, 96AUG01, addressed to: Wright Laboratory, WRIGHT LABORATORY BLDG 7, Attn: BETTY L. RUNION, WL/AAKR, 2530 C ST AREA B, WRIGHT-PATTERSON AFB OH 45433-7607. Submit 5 copies of your Cost proposal and one copy of your Small and Small Disadvantaged Business Subcontracting Plan (if applicable) no later than 1500 hours, 96AUG01,to the same address. The page limitation for technical proposals is 75 (12 pitch or larger type), double-spaced, single-sided, 8.5 by 11 inches. The page limitation does not include resumes and foldouts. Pages in excess of this limitation will not be considered by the government. Cost proposals have no page limitation, however, offerors are requsted to keep cost proposals to 75 pages as a goal. A Contract Security Classification Specification (DD Form 254) is in the supplemental package. The DD Form 1423, Contract Data Requirements List, is included in the supplemental package. The technical requirements, including the reporting requirements, are contained in the supplemental package. The objective of this effort is to evaluate the effectiveness of a multiple-channel, coherent electronic countermeasures (ECM) exciter system. Currently fielded and near-term coherent exciter developments are single channel subsystems that generate the same ECM technique against all threat emitters within the band. Recent developments in coherent architectures provide multiple techniques versus multiple threats. This effort will provide information concerning the feasibility and effectiveness of multiple channel coherent exciters. The evaluation will require the development of new measures of effectiveness (MOEs) or the reformulation of existing MOEs to adequately quantify the capability of these novel architectures. This particular effort will test the Coherent Digital Exciter II (CoDE II) that will be available as Government Furnished Equipment (GFE). The CoDE II system is capable of generating a variety of range, angle and velocity techniques against two simultaneous threat emitters. (0166)
