source procurement is contemplated with Motorola Government and Space
Technology Group, Scottsdale, AZ (See numbered Note 22). Point of
contact at Motorola is Mr. Norm Kobza, PIOS Program Manager, (602)
441-2445. Motorola is the only known qualified source to perform this
effort. The Air Force Wright Laboratory Armament Directorate will
conduct a 27 month exploratory development program in cooperation with
the United Kingdom's Defence Research Agency (DRA) to develop an
imaging infrared (I2R) target detection device (TDD), mass-focused
warhead and fireset for counter air applications. The TDD technology
development and integration of the PIOS will be conducted by Motorola
GSTG. The warhead/fireset technology development shall be conducted by
DRA and their selected UK contractor(s). Motorola will perform
engineering analysis and design of a proprietary I2R TDD hardware
concept and modify existing proprietary image and data processing
algorithms that control aimpoint selection and burst point timing,
respectively. Non-competitive acquisition with Motorola GSTG is
required because they possess the proprietary technology of interest
and have the technical capability, expertise and recent experience
necessary to execute the program. Motorola recently completed the
Programmable Ordnance Technology (PROTEC) program, contract
FO8635-90-C-0039. PROTEC is a systems approach to developing an
integrated missile ordnance suite to ensure design trades between the
TDD, warhead and fireset optimize lethality performance for the entire
weapon system. PIOS requires the same systems approach to the problem
and will leverage PROTEC program experience. The Government intends to
solicit and negotiate with only one source under the authority of FAR
6.302-1. Firms having applicable background, interest, and capability
may submit particulars, in accordance with Note 22, within 15 days of
publication, to Wright Laboratory (WL/MNK), Attn: Lorna Tedder, 101
West Eglin Blvd, Ste 337, Eglin AFB FL 32542-6810. An Ombudsman has
been established for this acquisition. The only purpose of the
Ombudsman is to receive and communicate serious concerns from potential
offerors when an offeror prefers not to use established channels to
communicate his concern during the proposal development phase of this
acquisition. All potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use the Ombudsman. Potential offerors are invited to
