B -- PURCHASE OF AAPCC COMPUTERIZED TAPE OF ACCUMULATED SURVEILLANCE DATA ON POISONING EXPOSURES AND DEATHS. SOL 96-1158 DUE 072696 POC Contract Specialist, JOYCE LAWN, (301) 504-0444 extension 1148, Contracting Officer, Robert J. Frost, (301) 504-0444 extension 1142 The U.S. Consumer Product Safety Commission (CPSC)intends to negotiate a non-competitive contract under the authority of 41 U.S.C. 253 (c)(1), as implemented by FAR subpart 6.302-1(a), with the American Association of Poison Control Centers (AAPCC) for the purchase of a computerized tape of accumulated surveillance data on poisoning exposure and deaths involving children under five years of age, reported to the AAPCC National Data Collection System for the calendar year 1995 with four options to purchase additional calendar years. RFP is not available. The AAPCC data base is the only known national system of poison data. Start up costs for implementing this effort will be nonexistent in comparison to new data collection and computerization which would have to take place to initiate a new effort. Since these qualifications are only known to exist presently with the AAPCC, and the AAPCC can initiate work immediately, it has been determined that the successful performance of this effort relies on the strong program coordination and capabilities of the AAPCC. It has been determined that a competitive procurement would result in duplication of cost to the government and unacceptable(0166)
