This is a combined synposis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. This solicitation is hereby issued as a Request for Quotation (RFQ) 1C0-0192. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation Circular 90-38 (last circular at announcement publication). This procurement is being advertised as full and open competition, under standard industrial classification code 3559, with a small business size standard of 500 employees. A) Schedule: The Bureau of Prisons (BOP) has a requirement for repair/overhaul of one (1) Worthington Centrifugal Chiller, Model #H1W012534, Serial #71K67E2082 remove water box heads, chemically clean tubes, brush clean tubes (LINE ITEM ONE), perform eddy current test to check condition of evaporator and condenser (LINE ITEM TWO), recover refrigerant and oil. Dispose of properly and deliver manifest to the Bureau of Prisons (LINE ITEM THREE), disassemble motor, rotor and impellers (LINE ITEM FOUR), dip and bake motor windings (LINE ITEM FIVE), balance rotor and impellers (LINE ITEM SIX), disassemble entire chiller compressor and rebuild with new bearings, sleeves, seals, gears and nozzles (LINE ITEM SEVEN), overhaul and rebuild vane assembly (LINE ITEM EIGHT), replace oil and refrigerant filters (LINE ITEM NINE), replace vane motor, gear set and vane timer (LINE ITEM TEN), replace all oil and refrigerant filters (LINE ITEM ELEVEN), replace sight glass (LINE ITEM TWELVE), replace oil regulator, strainer, jet pump and indicator (LINE ITEM THIRTEEN), replace suction, discharge and oil gauges (LINE ITEM FOURTEEN), furnish and install one Trane Purifier Plus zero emissions purge unit (LINE ITEM FIFTEEN), furnish and install one Trane Rupture Guard assemble, pipe to outside of building (LINE ITEM SIXTEEN), pressurize and leak entire chiller with dry nitrogen (LINE ITEM SEVENTEEN), repair any leaks (LINE ITEM EIGHTEEN), evacuate to 500 microns HG and let stand for 12 hours (LINE ITEM TWENTY), furnish and install proper amount of R-11 refrigerant (LINE ITEM TWENTY-ONE), repair chiller insulation and paint to match existing color (LINE ITEM TWENTY-TWO), rewire control panel for factory wiring schematic (LINE ITEM TWENTY-THREE). B) Statement of Work: Purpose- I) To repair/overhaul Worthington Centrifugal Chiller, Model #H1W1012534, Serial #71K67E2082, II) Time Schedule - Services will be performed within 30 days during normal business hours 6:00am and 4:30pm and performance to begin within 5 working days of receipt of award. When providing services to the Bureau of Prisons, the contractor must enter the secure perimeter of the HOLC Building and adhere to inspection by the Security Officer. In accordance with BOP Program Statement 3000.2 the following Investigative Security Requirement is required on all contract employees prior to commencement of work. Individuals who are determined NOT suitable by BOP requirements will be unable to work within the secure perimeters of this facility. Investigative Requirements: NCIC Check, Name Check, FD-258 Fingerprint check, application for Federal employment (SF-171), Completion of the Contractor Pre-employment Form, and Release of Information Form. III) Supplies and Scope of Work - All material and labor to be furnished by the contractor. This includes all material and labor associated with the performance of items listed in A ''Schedule'' of this solicitation. The contractor is encouraged to inspect the equipment and submit any questions or concerns to the Contracting Officer NLT COB 5/21/96. IV) Performance - The Contractor's performance under this contract will be monitored by the Contracting Officer's Technical Representative (COTR): (a) Scott Odle, Acting Building Management Coordinator, BOP, Room 126, Central Office, (202)307-1295, is hereby designated to act as Contracting Officer's Technical Representative (COTR) under this contract; (b) The COTR is responsible for: receiving all deliverables; inspecting and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract; providing direction to the contractor which clarifies the contract effort, fills in details or otherwise serves to accomplish the contractual Scope of Work; evaluating performance; and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment prior to forwarding the original invoice to the payment office and a confirmed copy to the Contracting Officer; (c) The COTR does not have the authority to alter the contractor's obligations under the contract, direct changes that fall within the purview of the General Provisions clauses entitled ''Changes'', and/or modify any of the expressed terms, conditions, specifications, or cost of the agreement. If as a result of technical discussions changes are required, the Contracting Officer shall issue such changes in writing as a signed modification. Services are to be accomplished at Bureau of Prisons 320 First Street, N.W., Washington, DC.) c) Clauses: FAR clause 52.212-1 ''Instructions to Offerors - Commercial, is hereby included by reference. (1) At paragraph (c), ''Period for Acceptance of Offers,'' the amount of time a bidder must hold its prices in its bid firm for 60 calendar days from the date specified for receipt of bids. (d), ''Multiple Awards,'' has been determined by the Contracting Officer to be non-applicable to this solicitation and is hereby removed in its entirety for the purpose of this requirement. (3) Evaluation Factors for Award: Bidders are advised that bids shall be evaluated without discussions. Award will be made to the responsible bidder whose bid is responsive to the items of the RFP and is most advantageous to the Government, considering only price and price related factors, if any, as specified in the solicitation.
