This action originally publicized in the CBD dated May 24, 1996, indicated that 10% subcontracting to Gray Amendment entities woud be applicable only to FY 95 funds. However, for planning purposes, offerors were informed that they should consider the 10% requirement on the total estimated cost and that the actual extent of Gray Amendment subcontracting requirements would be determined during negotiations. Because request for clarifications has been received on this requirement, this notice is to make it clear that offerors should plan to subcontract 10% of $1.1 million, which will come from FY 95 and be specified in the RFP.
