Contractor shall be required to prepare guidelines for detailed cost documentation and site-specific cost recovery packages for EPA Superfund sites. Guidelines to be developed for NOAA Hazardous Materials Response & Assessment Div. (HAZMAT). Contractor will 1) assist in development of paper and electronic system composed of databases for tracking and reporting site specific information, 2) design formats for various types of reports, and 3) provide training on Superfund interagency agreements with Environmental Protection Agency. Requests will only be honored from small businesses (less than $3.5 million/year). Sources responding must state 1) relevant experience in Government cost accounting, budget analysis, and administration, 2) experience with EPA Superfund and interagency agreements, and 3) relevant experience in developing site-specific reporting, accounting and detailed cost documentation for Superfund/CERCLA activities including hazardous waste site cost recoveries initiated through EPA and/or Trustee agency litigation.
