Z -- JOB ORDER CONTRACT (JOC) CONSTRUCTION/REPAIR REQUIREMENTS FOR MEDCOM MEDICAL FACILITIES SOL DACA63-96-R-0016 DUE 080796 POC Contract Specialist BARBARA J ZIMMER (817) 885-7464 (Site Code DACA63) (THE ISSUANCE OF THIS PROJECT IS SUBJECT TO CORPS OF ENGINEERS PARC APPROVAL OF A SUBMITTED ACQUISITION PLAN) The contracts will provide major repair and minor construction relating to Government Medical Treatment Facilities in the United States including Alaska and Hawaii and Puerto Rico in support of the Medical Command. Two Indefinite Quantity Type Contracts, upon which individual task orders will be issued, will be awarded. The Contractor(s) will be required to furnish materials, equipment and personnel necessary to manage and accomplish each task. Tasks will involve mechnical, electrical, instrumentation, security, safety, and environmental projects. It is anticipated that approximately 20 percent of each contract may be for non-medical facility remediation (repair/renovation). The duration of the contracts will initially be a 12 month period, with options for 4 one year extensions (60 months). The minimum contract amounts for the initial 12 month contract periods is $300,000 and the estimated maximum amounts for the same period is $2,000,000. It is anticipated that the maximum amounts for the option years will increase beyond the $2,000,000 base year, but not exceed $20,000,000 during the 60 month periods. RFP No. DACA63-96-R-0016 will be issued on or about 8 Jul 1996 and proposals are due on or about 7 Aug 1996. The plans and specifications have been placed on Compact Disk (CD ROM) and will be provided free of charge. Plans and Specifications will be not be provided in a printed hard copy format. Contractors may view and or download this project from the Internet at the following Internet address: http://cadlib.wes.army.mil/contract. NO EXPRESS MAIL PROCEDURES WILL BE UTILIZED ON INITIAL MAILINGS OF PLANS AND SPECIFICATIONS. Proposals will be evaluated using predetermined evaluation criteria to be defined in the solicitation. This is an unrestricted solicitation. Offers from all qualified business concerns are solicited. A Subcontracting Plan will be a proposal submittal item from large businesses. The following minimum goals are applicable: Small Business Subcontracting - 52.5%, Small Disadvantaged Business Subcontracting - 8.8%; and Woman Owned Small Business Subcontracting - 3.0%.
