/Johnson Space Center (JSC) plans to issue a Request for Offer (RFO) to
Replace Main Substation Switchgear and Circuit Breakers. This
competitive procurement ranges between $500,000 and $1,000,000, and
will be conducted under the NASA Midrange Pilot Test Program, approved
by the Office of Federal Procurement Policy on April 16, 1993. This
total small business set-aside will use Standard Industrial Code 3613,
and will require the delivery of four (4) 145 KV, 2000 AMP SF6 gas
insulated circuit breakers with 63 KA interrupting capability and one
(1) 15 KV, 750 MVA switchgear lineup with a remote operator panel. The
switchgear lineup shall consist of eleven (11) cubicles with seven (7)
1200 AMP, 750 MVA vacuum circuit breakers and two (2) 2000 AMP, 750 MVA
circuit breakers. The remote operator panel shall be manufactured by
the switchgear manufacturer and will be functionally tested with the
switchgear prior to its FOB-Destination shipment to JSC. All
responsible sources may submit an offer which shall be considered by
the Agency. An Ombudsman has been appointed to hear concerns from
offers and potential offerors during the preaward and postaward phases
of this acquisition. The purpose of the Ombudsman is not to diminish
the authority of the Contracting Officer, the Source Evaluation Board,
or the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of bids/ proposals, the source selection process, or the
ajudication of formal contract disputes. Interested parties are invited

Concerns, issues, and disagreements which cannot be resolved at the
installation may be referred to the NASA Ombudsman, Tom Luedtke at
202-358-2090. The solicitation and any documents related to this
procurement will be available over the Internet. This RFO document will
be in RTF format and will reside on a World-Wide Web (WWW) server,
which may be accessed using client browsers, such as, MOSAIC or

responsibility to monitor this site for solicitation release. Potential
offerors will be responsible for downloading their own copy of the

RFO. The closing date shall be the same as the solicitation released on
