(805)277-3900 x2230. The Air Force Flight Test Center has an immediate
requirement for a Frequency/Voltage Level Shut-Down System(SDS). (1)
The Frequency/ Voltage Level Shut-Down System(SDS) shall be used to
monitor the health of a turbopump fed LOX/LH2 Rocket Engine. The
sensors used to monitor this health would be accelerometers and
magnetic pick-offs and proximity sensors. (2) Accelerometers mounted on
Rocket Engine Turbopump casings will measure vibration, Magnetic
pick-offs will sense turbine speed. The information from these sensors
will be feed into the SDS. Based on programmed settings the SDS shall
decide if the rocket engine needs to be shut down or allowed to keep
running. (3) The SDS shall accept and process vibration and frequency
data from acceleration and rotary sensors. (4) The SDS shall have the
following features: (4.1) Standard 19'' rack mounting with slide out
lifting rails. (4.2) Operate a minimum of 26 instrumentation channels,
at a minimum of 6 channels per rack with 12 channels or more per rack
desired, for a recorded test duration of 40 seconds. Each channel
shall have: (4.2.1) Both low and high alarm outputs. (4.2.2)
Programmable time enable/disable, up to two cycles each. (4.2.3) An
Output Isolate switch, with front panel lamp indication. (4.2.4) An
adjustable 0-5v 0pk setpoint with calibrate/verify. (4.2.5) Variable
sampling rate from 1 to 10,000 samples per second. (4.2.6) Capability
to accept a 0-10,000 Hz accelerometer signal with spectral hat alarming
capability of +/-50Hz minimum. (4.3) Multi-sense trip must sense up to
3 consecutive out of tolerance samples before an Alarm (shut-down) is
initiated to preclude a ''spike'' giving a false shut-down. (4.4)
Variable frequency generator for trip setting/verification. (4.5) Fast
decision gates (100ms) including relay closures. (4.6) Adjustable Low
Pass, and Band Pass, and High Pass filters. (4.7) Front panel lamps
indicating when each channel is: (4.7.1) Enabled via Output Isolate
switches. (4.7.2) Out of tolerance and near set tolerance level. (5)
The SDS may optionally have the following features: (5.1) Connection to
Local Area Network (LAN). (5.2) Programmable setup/verify via Personal
Computer. The Air Force Flight Test Center intends to purchase item
from Boyce Engineering, 10555 Rockley Road, Houston, Tx 77099 unless
responses to this notice reveal additional sources capable of supplying
all item with equivalent specifications. The Simplified Acquisition
Procedure (SAP) will be used in awarding this contract by written
quotation. Interested sources must submit clear and convicing
documentation to demonstrate their ability to meet the Government's
