Softcopy Photogrammetric Mapping System will consist of a stereo
digitizing workstation together with a stereo-viewing capability which
can be accessed by 2-3 operators simultaneously. This system will
include the recommended memory and storage which is sufficient for the
efficient operation of the system. It is anticipated that the minimum
requirements will include the following: 64 mb (or larger) RAM, 9 gb
(or larger) of fixed disk, 1 gb (or larger) removable disk read/write
CB/ROM (compatible with a MaxOptic Tahiti III type drive), and 19''
color monitor or larger. The photogrammetric software will be fully
intergraded and must have extensive error checking and error handling
capabilities and must be capable of a sustained production load under
normal working conditions. The software will include features such as
inner, relative and absolute orientations, epipolar resampling,
stereo-compilation software, and superimposition of 3D vectors. The
Digital Elevation Model (DEM) software will include, manual and fully-
automated DEM data collection, generation of Triangulated Irregular
Network (TIN) files, contour interpolation, image-matching for assisted
data collection and DEM data editing. The aerial triangulation software
will be automatic and include data collection, standard orientations
and strip adjustment, and a modern least-squares block adjustment
capable of adjusting several thousand photos. The digital ortho
software will include, ortho image generation, mosaicking (automatic
mosaicking desirable) and basic image processing functions for image
matching along common edges. The software should be capable of handling
satellite imagery such as Landsat and SPOT. The satellite image
software functions such as stereo-compilation, ortho generation,
triangulation (bridging) and block adjustment will be provided. This
software will include automated DEM collection using image matching.
Translators must be available to translate vector data to the arc/info
format and the Intergraph DGN format. Raster data must be output in
standard Intergraph and Arc/Info formats including COT2 and Tiff. The
software must be capable of using image compression in the production
environment so that large files may be used. Delivery and installation
must be within 45 days from an award. Training in all aspects of the
software for at least two persons will be included. Complete software
and hardware maintenance for three (3) years, to include upgrades
necessary due to possible changes such as UNIX to a PC platform, or
other software or hardware changes. Solicitation No. DACW09-96-B-0010
