882-9599. Sources are sought to perform independent analysis work in
the general area of effectiveness of conventional munitions against
foreign targets. The work will include multiple aspects of this
technology area. These aspects include: evaluation of weapon test data,
development and documentation of computer models used in munitions
effects and target vulnerability analysis,
evaluation/modification/development of target models used in munitions
effects analyses, evaluation of intelligence data, assessment of
target damage from weapon tests, and preparation of technical reports.
The work may require special access clearances. Interested sources
must submit a statement of capability to include: (1) experiences
conducting weapon effects tests and/or analysis, (2) knowledge of
target vulnerability analyses, (3) background in aircraft attrition
analyses, (4) knowledge of methods used in target vulnerability and
weapons effects analyses, (5) experience in cost and operational
effectiveness analysis, (6) campaign level analysis, (7) experience in
development and documenting computer models, (8) experience in
conducting damage assessments of test targets, (9) equipment and
experience required to develop, debug and use computer programs, and
(10) special operations forces analysis support (Reference Numbered
Note 25). A single contract with a basic period of performance of five
years is anticipated. It is envisioned that the contract type will be
cost-plus-fixed-fee. Responses are due 15 days from the date of
synopsis publication. This synopsis is for planning purposes only, it
does not constitute an IFB or RFP, and is not to be construed as a
commitment by the Government. Firms responding to this synopsis should
state whether they are or are not a small business concern or small
disadvantaged business concern as defined by in FAR 52.219-1 and FAR
52.219-2, respectively. The Standard Industrial Classification (SIC)
code 8731, 1000 people. Interested firms with the required capability
and background should submit a written statement of capability in
accordance with Note 25 to Beverly Shaffer, WL/MNK, 101 West Eglin
Blvd, Suite 337, Eglin AFB FL 32542-6810. An Ombudsman has been
appointed to hear concerns from offerors or potential offerors during
the proposal development phase of this acquisition. The purpose of the
Ombudsman is not to diminish the authority of the program director or
contracting officer, but to communicate contractor concerns, issues,
disagreements, and recommendations to the appropriate government
personnel. When requested, the Ombudsman will maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection

issues or problems that have been previously brought to the attention
of the contracting officer and could not be satisfactorily resolved at
