B -- SECONDARY PAYLOAD LAUNCH REQUIREMENTS POC J. Chris Milburn/TEKL/505-846-5083. The Air Forces Space & Missle Systems Center Test & Evaluation Directorate (SMC/TE) is seeking launch vehicle contractors to satisfy future mission requirements for secondary payloads. The secondary payload multiple award IDIQ contract period of performance: FY97-FY01 Launch rate: average of 1 launch requirement each year (total of 5 launches over contract period) The sample mission to be used for source selection evaluation will be the MightySat 1 launch in FY97. Estimated contract NTE: $10M per contract based on expected average secondary launch of approximately $3M and desire to ensure enough margin to allow a single contractor to get 3 such awards during the contract period of performance. Microsatellite requirements: Microsat designs can vary and the microsats to be launched under this contract will likely be of several different designs. However, in general they are satellites of less than 100 kg total mass. General info on two possible microsat launch candidates follows: MightySat I - 70kg mass, body is 50 cm in diameter x 60 cm high. Surrey Microsat - 50 kg mass, body is 60 cm high x 35cm wide x 35 cm deep. Orbit Requirements for Mightysat: Altitude: 333km circular inclination: )28 degrees for Surrey Microsat: altitude = 462km to 740km, inclination = 0 to 100 degrees. Future microsat missions will have a range of acceptable orbit parameters. In general, acceptable orbits for microsats could range from 250km to GeoSynchronous (36,000km) altitudes, circular or elliptical, with inclinations from equatorial (0 degrees) to sun synchronous (98 degrees).
