Energy Vision 2020, the Tennessee Valley Authoritys (TVA) long range
strategy for meeting the energy needs of the Tennessee Valley, was
released in December 1995. One of the actions being considered is the
conversion of the Bellefonte Nuclear Plant to a combined cycle plant
utilizing natural gas or gasifiedcoal. Due to the uncertainty and
market risk associated with this alternative, TVAwill use an outside
independent team of technical and financial experts to assessand
develop the Bellefonte conversion strategy. To that end, TVA intends to
request proposals from qualified Architect-Engineering (A-E) firms for
professional services to perform studies to develop conceptual
designs, cost estimates, schedules, performance parameters, mass and
energy balances, flow diagrams, environmental data, site layout and
equipment drawings, and other information for converting Bellefonte.
The alternatives include but are not limitedto the following: A.
Pressurized Fluidized Bed combustion (PFBC), B. Natural Gas Combined
Cycle (NGCC), C. Integrated Coal Gasification Combined Cycle (IGCC), D.
Integrated Coal Gasification Combined, Cycle/Chemical Coproduction, E.
Combined IGCC, NGCC, and IGCC/Chemical Coproduction. TVA desires to
select an (A-E) firm that has a history of successful experience inthe
above technologies and has a corporate philisophy consistent with TVAs
needs. In addition, the firm must have a total quality program that is
an integralpart of day-to-day operations and demonstrates continuous
process improvement. Evaluation of the proposals will be based upon the
amount and type of experiencethe offeror has with the listed
alternatives; as well as with advanced combustionturbines (e.g.
Westinghouse 501G, General Electric 7H) and with the integration of
coal gasification plants, air seperation units, and combined cycle
plants. Inaddition to technical experience, the offerors proposal will
be evaluated on thebasis of cost, organizational/professional
qualifications, and quality program. Written requests for copies of the
solicitation must be received no later than 5:00p.m. EDST ten (10)
business days following final CBD publication. Issuing solicitation,
receipt of proposals, and/or any award will be contingent upon
TVAsdecision to proceed and may be terminated at any time. TVA
presently plans to issue the solicitation approximately fifteen (15)
business days after date of CBDpublication. Proposals must be received
by Operations Contract Services no laterthan 5:00 p.m. EDST fifteen
