OPERATIONS/AEROMEDICAL EVACUATION FACILITY FOR THE DELAWARE AIR

may consist of preparation of reports, studies, design criteria and
general A-E services to include construction cost-estimates. Design
services for Type A, and Type B with Type C to be exercised as an
Option upon negotiations with the Contracting Officer. Type A services
shall include, but not limited to, field surveys, investigations,
testings, excavations, research, examinations, and measurements
required to obtain data essential to the performance of Type B
services. Type B services include calculations, designs, cost
estimates, drawings and specifications. Design shall be based on
project books or statement of works to be furnished by the Government
and on conclusions reached by the exercise of Type A services. Type C
services shall include all labor, equipment, and materials required for
complete construction, inspection, and review of submittal and shop
drawings. The Type C service will be negotiated with the A-E at the
discretion of the Contracting Officer as an Option basis. The A-E
selection criteria will include in the order of importance: (1)
Professional Qualifications (2) Specialized Experience and Technical
Competence (3) Capacity to accomplish work on time. (4) Past
Performance on contracts with Government agencies and Private industry
in terms of cost control, quality or work and compliance with
schedules. (50 Location of firm in the geographical area of the project
and knowledge of the locality of the project (6) Volumes of work
previously awarded to the firm by the Department of Defense (DOD). This
project is to design for construction approximately 38,100 SF Squadron
Operations and Aeromedical Evacuation facility. This building will
consist of multiple administrative areas, classrooms, an auditorium,
bathrooms with locker and change areas, a concrete vault, warehouse
storage, reception area and other functions for aircrew and aeromedical
evacuation personnel. The description of the proposed construction
consist of reinforced concrete foundation and floor slab with steel
framed masonry walls, roof structure, interior utilities, partitions,
mechanical, electrical, HVAC etc. The estimated construction cost is
between $5,000,000 and $10,000,000. Contract performance will begin on
or about September 1996 and will be completed in approximately 6
months. The contract will include options. All interested and
responsible contractors which can meet the requirements described in
this announcement are invited to submit a current Standard Form 254 (SF
254) Architect-Engineer and Related Services Questionnaire and Standard
Form 255 (SF 255) Architect-Engineer and Related Questionnaire for

The Standard Industrial Code (SIC) is 8712. This is an unrestricted
procurement action opened to small and large businesses. For interested
large businesses, reference FAR part 19.702 an acceptable
subcontracting plan must be provided prior to being eligible for this
award. Subcontracting plans are not required by small businesses. See
