FILING SYSTEM SOL RFP 96-1. POC Larry D. McCoy, Administrative Officer,
(202) 219-3570. Due 30 days from publication. Development,
implementation, and operation of an electronic filing system at the
Federal Election Commission - FEC. Potential committees (representing
candidates, parties, or other political organizations) are required to
file periodic reports of receipts and disbursement to the FEC. The
Commission is currently establishing procedures under which these
filings may voluntarily be made electronically, beginning with
reportable activity after December 31, 1996. Filings must be submitted
n diskette, in accordance with the FEC's Electronic Filing
Specifications Requirements. Contractor will be required to work at FEC
offices to perform the following functions: receive the filings,
validate them as to filer identification and conformity with structural
requirements, convert the filing to paper facsimiles of existing FEC
forms, store the data and make it available both within the agency and
on the Internet. The system must be operated by the contractor for at
least on year, or at least until January 31, 1998, whichever is later.
