The Government has a requirement for the maintenance of six X-band
satellite terminals, antennas, and associated items. The Government
requires 24-hour-per-day availability by telephone for technical
advice/troubleshooting, followed by contractor repair and return of
failed items. On-site repair may also be required. The basic period
will be from date of award through 30 September 1996. An option will be
utilized for work beginning 1 October 1996 and ending 31 January 1997.
The maintenance is 100% set aside for small business participation
under the Simplified Acquisition Threshold. The Standard Industrial
Classification is 4899 and the size standard is $7.5 million. The award
will be in accordance with FAR 13.502, Unpriced Purchase Orders, with
a defined level of effort of $15,000 for each period (basic and
option), total $30,000. This monetary limitation of $15,000 for each
period shall be subject to establishment of a firm-fixed price after
completion of performance under each period, basic and option. A
detailed Statement of Work will be issued by written solicitation. The
equipment was assembled/integrated by Teletronics Corporation
utilizing Contractor Off The Shelf (COTS) units and components. Most of
the equipment was manufacturered by either Keltec or Miteq, a full
listing will be provided with the written solicitation. The offerors
shall propose firm-fixed price labor hours for ordering purposes under
the basic award and option. Materials, if ordered, will be at cost, no
fee. Award will be to one offeror only, and will be based on the
lowest, realistically-priced labor rates to a firm well-qualified by
its past performance in satellite maintenance. Due to the abbreviated
