Environmental Protection Agency's Office of Solid Waste (OSW) is
seeking a contractor to provide advisory and assistance services
regarding thermal treatment of hazardous wastes and used oils in
incinerators, boilers, industrial furnaces and other thermal devices.
The contractor will collect and analyze data on thermal treatment,
including: (a) identifying the factors that affect hazardous air
pollutant (HAP) emissions and the release of toxic compounds in
residues and fugitive emissions, (b) identifying the control
technologies, and associated achievable stack emission levels and
concentrations of toxic HAP compounds in residues, (c) evaluating
compliance monitoring alternatives, and (d) estimating the risks and
costs of compliance. The contractor will also provide related training
and conference support. The contract will be cost-plus-fixed-fee
(CPFF) with a period of performance of a one-year base period and three
one-year option periods. The contract will have a maximum
level-of-effort of 45,000 hours per year. The standard industrial
