It is anticipated that during July 1996, the U.S. Department of State, RPSO Miami, will issue a solicitation for the operation and management of guard services and related support for the American Embassy Nassau, Bahamas. These guard services are necessary to prevent unauthorized access, protect life, maintain order, deter criminal attacks against employees, dependents and property and terrorist acts against all U.S. assets, and prevent damage to Government property. Specific requirements for the proposal, as well as the evaluation criteria, shall be set forth in the solicitation. Current Bahamian law mandates that only Bahamian firms can provide security services. However, the American Embassy Nassau, Bahamas, has initiated a request with the Commonwealth of the Bahamas to grant a waiver to permit a successful U.S. firm to operate in the Bahamas. There is no assurance that this waiver will be granted, so the Government shall not be liable for any costs associated with the preparation of any offers should the waiver not be approved, or if there are delays in obtaining such a waiver. A copy of the solicitation will be available on the Department's SDBU Bulletin Board, and by accessing the State Department's Internet Address. Instructions for downloading the RFP, as well as the State Department's Internet Address, will be provided to those contractors who fax a written request to (703) 875-6527. No telephone calls will be accepted. This procedure will ensure that the Department has an adequate source list.
