V -- TUG/TOWING SERVICES SOL N00253-96-R-0021 POC Contact Point: Deb Heald 360-396-5675 NUWC Keyport intends to solicit for an IDIQ contract for Calendar Year 1997 (with two Option Years) which requires tug and tow services as required for the transfer of the YO-202 (hulk), dead ships, barges, and prototype targets from Ranch Point, BC, Canada to the Nanoose Range (including Jervis Inlet), BC, Canada, standby, and return to Ranch Point. These tows will support multiple NUWC test programs (ADCAP, Mark 48, Mark 50, Special Operations, etc.). Estimated time for each transit from port, standby on range, and return transit is approximately 30 hours. The Government estimates 20 operations per year (this totals 600 hours per tug per year). The tugs will not be requested to remain at Ranch Point overnight if operations are canceled due to weather. They will be released back to their ''home-port'' and a new deliveryorder will be required when/if they are asked to return to complete the operation. Tugs required: Head-end tug: twin screw 1000 hp to 1600 hp. Tail-end tug: 650 hp to 1000 hp. Specifications: A. Data for the YO-202 (hulk): Draft, 11.5 feet; Weight, 1650 tons; Length, 176 feet; Beam, 33.5 feet. B. (1). The hulk, dead ships, barges, and prototype targets are primarily designed as a stern tow using a Government furnished towing bridle. (2). The tugs must have the capability of making up along either side of the tow. (3). The tugs are responsible for mooring and un-mooring the tow to a buoy. (4). All maneuvering shall be done by the contractor's craft. (5). Contractor shall be notified a minimum of twelve (12) hours ( but normally forty-eight (48) hours) in advance of each operation. 4. A training run will be required if the proposed contractor has not performed the towing service as specified. The training run will take place in Nanoose Harbor and will require the services of the head-end tug (1000-1600 hp) for a period not to exceed eight (8) hours. Exact date will be established at the time of the award. The training will be at the Government's expense. 5. The contractor's personnel will report to the Nanoose Operations Branch, Ranch Point, BC, telephone number (604) 756-5032. The Nanoose Range Officer may delegate actual scheduling logistics to the Nanoose Range Coordinator, who is normally a Navy Chief or his assistant (604) 756-5037.
