The work includes providing hot-line electrical work; removing existing and providing new overhead 15KV electrical distribution conductors; removing existing and providing new underground primary cables; providing site clearing, pad-mounted switchgear; pole-top switches, and incidental related work. This is a source selection procurement requiring both price and technical proposals. Contract award will be based on the Most Advantageous (Best Value) to the Government, price and other factors considered. Technical evaluation factors include (1) relevant project experience, (2) resources, and (3) methods and procedures. Price and technical factors are assigned the same weighting factor of importance. The Government reserves the right to reject any or all proposals at any time prior to awards; to negotiate with any and all proposers; to award the contract to other than the proposer submitting the lowest price; and to award a contract to the proposer submitting the proposal determined to be the most advantageous to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT MAY AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSAL RECEIVED.
