The Maritime, Aeromechanical, and Flight Controls Competency (4.11.1.3) at the Naval Air Warfare Center Aircraft Division (NWACAD) Patuxent River, MD is requesting information on a range clearance and telemetry relay aircraft. Due to their long endurance and low fuel consumption, airships are a possible candidate for this mission. The following is a list of performance parameters: Operating Altitude-3,000 ft. minimum, 4,000 ft. desired; Operating radius-50nm minimum, 75 nm desired; Cruise Speed-75th% winds @3kft minimum, 85th% winds desired; Endurance on Station-6 hrs @ 65% winds minimum, 12 hrs @ 75% winds desired; Mission Avionics-2700 lbs, loaded in five 17-inch racks; Mission Systems Crew-2 minimum, 3 desired; crew relief provisions are strongly desired but not required. The mission payload and mission operators would be provided by NAWCAD. The contractor would be responsible for any modifications that required installation of avionics and their associated antennas into the airframe. Limited technical assistance would be available from NAWCAD to assist in this installation. The airship would normally be based at the NASA facility at Wallops Island, VA. Limited office and shop space would be made available to support airship operations, therefore contractors are requested to submit their requirements in this area. Hangar facilities at NAWCAD Lakehurst, NJ, would be available for overhaul and modification of the airship. It is anticipated that most operations would take place at other locations. Contractors are requested to provide information on the manpower and logistics required to support off-site operations. Specifics on the estimated cost should be addressed in terms of one year lease periods with options for a second and third year, and also in terms of a straight three year lease. Sources who have the capability to provide this requirement are requested to provide a brief letter and/or brochures addressing their capabilities in regards to the parameters detailed above.
