18 -- REPAIR, REFURBISHMENT, AND UPGRADE OF THE EXTENDED DURATION ORBITER (EDO) WASTE COLLECTION SYSTEM (WCS). SOL 9-BE13-40-6-41P DUE 071796 POC Contract Specialist: Jeff Johnson, (713) 483-1862 Contract Officer: Lisa Rea Phillips, (713) 483-8395 NASA/JSC plans to issue a Request for Offer (RFO) for the repair, refurbishment, and upgrade of the Extended Duration Orbiter (EDO) Waste Collection System (WCS) which will ultimately lead to re-flight of the hardware. The EDO-WCS is used for providing for the collection of crew metabolic waste products while on orbit during Space Shuttle missions. It consists of hardware built under another NASA contract to extend the capable mission duration of the Shuttle Orbiters. The types of services to be included are:1.The repair and refurbishment of the existing EDO-WCS back to a flight status;2.Incorporation of modifications to increase component reliability;3.Incorporation of modifications to further refine design;4.Mission support and data reduction post-flight to evaluate success of improvements and efficiencies that have been incorporated. Existing EDO-WCS hardware will be furnished to the contractor for completing this required effort. The period of performance for this effort is for two years from the time of contract award. The type of contract is cost-plus-incentive-fee (CPIF) completion form. The government intends to solicit and negotiate with only one source. Negotiations are anticipated with United Technologies - Hamilton Standard Division. The existing EDO-WCS hardware was developed for NASA by Hamilton Standard and detailed technical knowledge of the EDO-WCS is required for the work to be accomplished under this contract. See Numbered notes 22 &26. Requests for copies of the RFO must be submitted to the contract specialist or the contracting officer. An ombudsman has been appointed to hear concerns from offers and potential offerors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the ajudication of formal contract disputes. Concerns, issues, and disagreements which cannot be resolved at the installation may be referred to the NASA ombudsman, Tom Luedtke at 202-358-2090. RFO will be released on or about 30 days after publication in the Commerce Business Daily (CBD). Firm date for receipt of offers will be stated in the RFP. All responsible sources may submit an offer which shall be considered by the agency.
