COMPARATIVE TEST PROGRAM The Program Executive Officer, Mine Warfare
(PEO MINEWAR) Program Manager, Airborne Mine Countermeasures (PMO 210)
is seeking potential production sources, both domestic and foreign, of
mature and currently operating hardware systems (off-the-shelf or
nondevelopmental items) that have the potential of being deployed from
MH-53 helicopters to neutralize mines. These systems must also have
the potential to be operated from other helicopters, including the
H-60. The following requirements are of major interest: (1) the
operational purpose of the system is to neutralize mines that have been
located and classified by an independent minehunting system, (2) the
act of neutralizing the mine may destroy the underwater mine
neutralization system, provided that this is a cost-effective approach,
(3) the system must be compatible with the operational scenario of
current MCM helicopters, (4) the neutralization system must use GPS
positioning to locate and identify the object in question and
positively render any real mine inoperable or, preferably detonate the
mine's explosive warhead, (5) the mine to be neutralized can be
located in the water column and on the seabed, (6) mines will be in
water depths as deep as 300 meters. The Navy is soliciting descriptions
of mature and currently operating hardware systems that have the
potential to fulfill the requirements listed above. Paper concepts or
concepts ready for hardware fabrication do not comply. The full
capabilities and limitations of concepts to meet the requirements,
together with a clear identification of performance and availability
risk, should be provided with low risk being an existing, in-use system
and medium risk being a system whose prototype has been demonstrated.
It is requested that information requested above be submitted no later
than 23 August 1996 to the address above. This synopsis is for
information purposes and should not be construed as a request for
proposals or as an obligation or commitment by the Government to
acquire any follow-on equipment or to let a future offer of contract.
The Government plans to develop a list of potential systems for
evaluation from this synopsis, therefore, it is the Government's
intention that only those companies responding to this synopsis will be
considered for this comparative test. Firms that respond to this
synopsis are not entitled to payment of any direct costs or charges by
the Government and that there shall be no basis for claims against the
Government resulting from submission of information in response to this
sources sought synopsis or any subsequent Government use of the
