synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulations (FAR), Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are requested
and a written solicitation will not be issued. This is Solicitation
95-165-N and is issued as a Request for Proposals (RFP). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular Number 90-37. The
procurement is unrestricted. The standard industrial classification
code (SIC) is 7372. Small business size standard: Average annual
receipts for each of the 3 preceding fiscal years do not exceed
$18,000,000. CONTRACT LINE ITEMS: The CDC intends to purchase one copy
of the following software: Discover molecular mechanics software,
Insight II molecular modeling software, Profiles-3D protein structure
analysis software module, Homology software module, Apex-3D QSAR
software module, Search and Compare small molecule conformation
software module, Biopolymer protein binding software module, and
conversion of existing node locked licenses to floating licenses.
DESCRIPTION OF REQUIREMENTS TO BE ACQUIRED: Software to perform
molecular modeling, simulations and calculations on organic and
biological molecules and on mineral surfaces. Software shall run on an
existing Silicon Graphics High Impact workstation. Software shall
provide the ability to: (1) search databases of converted protein
structures to find structural homologues where there is a lack of
sequential homology; (2) integrate a variety of constraints derived
from an experiment or prior knowledge for integration into the
calculations of proteins homology searches; (3) investigate and
manipulate surface chemistry of structures and crystals based on
quantum mechanics as well as molecular mechanics and exchange the data
calculations seemlessly; (4) investigate surface and protein
interaction concurrently; (5) perform fully integrated pharmacophore
hypothesis generation based on activity data and 3D QSAR tools; (6)
perform quantum mechanical calculations both in solution and solid
state; (7) compare results from analytical tools with spectra generated
from computation. Software shall be fully integrated and compatible
with existing Biosym Insight II, Discover and Solids software
including: (1) fully compatible file formats; (2) an integrated
environment which allows all software modules to be run under a single
interface; (3) the ability to use any or all software modules on a
single modeling problem; (4) the ability to use new software modules
under the existing Insight II interface. The FAR provisions at
52.212-1, Instructions to Offerors--Commercial Items and FAR 52.212-2,
Evaluation--Commercial Items apply to this acquisition. EVALUATION
FACTOR: The Offeror must be able to demonstrate the technical
capability of their software to perform all of the features identified
above. Technical proposals and cost or price will be of approximately
equal importance. It is the intent of the Government to make a single
award to the responsible offeror whose proposal conforms to all
requirements of the solicitation and is considered to be most
advantageous to the Government. The offeror is advised that FAR
provisions 52.212-4, Contract Terms and Conditions--Commercial Items
and 52.212-5, Contract Terms and Conditions Required to Implement
Statutes or Executive Orders-Commercial Items apply to this
acquisition. Offers are due July 5, 1996, 2:00 p.m. local time. Submit
the following to the Centers for Disease Control and
Prevention/Offerors are to include a completed copy of the provision at
52.212-3, Offeror Representations and Certifications--Commercial Items,

Atlanta, GA 30305; (1) an original and three copies of a completed SF
1449, signed by an official authorized to bind the organization; (2)
Price List for the software package/packages that can meet the criteria
above; (3) A completed copy of the provision at 52.212-3, Offeror
Representations and Certifications--Commercial Items, with the offer;
(4) data required under Evaluation Factor; and (5) acknowledgment of
solicitation amendments, if any. Offers that fail to furnish the
required information, or reject the terms and conditions of the
solicitation may be excluded from consideration. Award of a firm-fixed
price contract will be made on or about July 9, 1996. The software
will be delivered to DHHS,PHS,CDC,NIOSH ALOSH, 1095 Willowdale Rd,
Morgantown WV 26505-2845 fob destination. Information regarding this
