70 -- DIGITAL PHOTOGRAMMETRIC SYSTEM SOL RFP 1434-WR-96-SS-00006 DUE 072596 POC Contact Point Phyllis Yates, Contracting Officer, 415/329-4163, FAX 415/329-5517 The U.S. Geological Survey (USGS), Astrogeology Team, Flagstaff, AZ requires a DigitalPhotogrammetric System (DPS) including bundled hardware and software, and softwaredevelopment support to adapt the system for use with planetary spacecraft data. The DPS willbe used full-time by cartographers, cartographic technicians and computer specialists forfive years or longer. System hardware must include UNIX based workstation, optoelectronicstereo viewing system, and interactive 3Dmeasuring device. Software capabilities shallinclude data import/export, project tracking, basic image processing, stereo image andgraphics display, multisensor triangulation and bundle adjustment, automated image matching,automatic Digital Terrain Model (DTM) extraction, interactive DTM editing using imagesuperimposition in stereo, 2D and 3D feature extraction using image superimposition,publication-quality contouring, orthorectification, mosaicking and ARC/INFO GIS interface.Terrestrial (close-range) photogrammetric capability and dedicated video hardware allowingon-the-fly zoom, roam, and epipolar resampling of images, are highly desired as futureupgrades but not required at this time. DPS shall be installed by contractor at USGS,Flagstaff, AZ by 11/01/96. Contractor support required for 2 to 3 years after installation toincorporate software to be developed by USGS for 1) input/output of planetary image data andsupporting geometric information, and 2) sensor models for various planetary remote sensinginstruments. Contractor must also supply all files necessary to relink system withAstrogeology software, including but not limited to: 1) source code, and/or complete set ofobject modules and/or libraries; 2) header and include files; 3) linking instructions; and 4)software interface documentation. Updates of these files as well as standard system upgradesshall be supplied with annual software support. Contractor software engineers and personnelexperienced in photogrammetry and sensor model development shall be available to support USGSin utilizing existing software and developing software for planetary sensors.
