Contracting Officer, 202/307-1973. The Department of Justice, Justice
Management Division, intends to negotiate with Shepard's/McGraw Hill
(Shepards), Colorado Springs, CO, for a subscription to various legal
publications for updates and supplements to existing material. The
Shepards publications contain copyright protected information which is
utilized by Department attorneys as a research and trial preparation
tool. The following is a representative list of the required
publications: Shepards Acts and Cases by Popular Names, Shepards
Alabama Citations, Shepards Alaska Citations, Shepards Code of Federal
Regulations Citations, Shepards Criminal Justice Citations, Shepards
US Citations, Shepards US Patents and Trademarks Citations. These
publications contain a legal history of all cases and statutes within
the subject area covered. The information is organized and indexed as
an efficient research system. The required Shepards publications are
all copyright protected and thus Shepards is the only known source for
updates and supplements to the Department's existing Shepards
publications. The statutory authority for the proposed procurement is
41 U.S.C 253(c)(1), only one responsible source. This is not a formal
solicitation, however, interested concerns must respond within 45 days
from the date of this synopsis with written documentation, detailed
data and pricing information which clearly demonstrates their ability
to perform this requirement. Responses received as a result of this
notice of intent shall be considered solely for the purpose of
determining whether to conduct a competitive procurement. Responses
will not be considered as either proposals or bids. A determination by
the Government not to open this requirement to competition based upon
the written responses to this notice is solely within the discretion
of the Government. The anticipated period of performance under any
resultant contract will be one year. The proposed contract will supply
Department locations nationwide. Responses must be submitted to the
