support the integration, installation, and evaluation of the contractor
provided ELAR Electronics Ltd. ELM/2125 Airport Surface Detection Radar
at the Salt Lake City International Airport (SLC). This contract is
intended to support the Federal Aviation Administrations efforts in
evaluating low cost Commerical Off The Shelf(COTS)/Non-Developmental
Item(NDI) ASDE type solutions. This effort will functionally and
operationally evalute a centrally located FMCW Sensor operating at 15.7
to 16.2 GHz. Support will include: the adaptations of a system
currently installed at Ben Gurion Airport in Tel Aviv to US standards,
installation of the system at the SLC air traffic controll tower,
reconfiguration of the system's computer to human interface, and
optimization of the system to the airport's environment. The Volpe
Center anticipates negotiation of a sole source contract with ELAR
Electronics Ltd. under the authority of 41 USC 253 (c) (1). ELAR
provides a centrally located 15.7 to 16.2 GHz FMCW radar sensor adapted
to operate in the airport environment. It features a low power (less
than 5W) solid state transmitter and update rates of once per second.
They provide the capability to rapidly reconfigure their propriety
software to support the SLC environment. Interested offerors must
submit a capabilities package in two copies demonstrating their
abilities in each of the following area: capability to provide a FMCW
15.7 to 16.2 GHz sensor which has previously been adapted and operated
for surface detection in an airport environment, capable of once per
second updates and featuring a low power (less than 5W) solid state
transmitter; capability to rapidly deploy, optimize, and certify the
system in SLC's air traffic control tower; ability to provide spares
and maintenance support of the system for the duration of the
evaluation time frame. Interested parties must respond to this

Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. Loans are
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
