Carnaggio, Contracting Officer, FAX 202-482-0546. The DOC is soliciting
proposals for their Quick Reaction Task Order (QRTO) Contracts. The DOC
intends to award multiple contracts to perform analytical work and give
advanced technical guidance and information to top level administrative
and programmatic officials. Expert management assistance is required to
incorporate, within current Administration/Congressional direction,
policy changes to departmental programs/activities as the changes
relate to: Commerce mission, other government agencies, the private
sector and outside factors such as the severe budget reductions.
Products resulting from this contract are expected to have far-reaching
effects on the Department's activities, resource and organization. Task
orders under this contract will be originated at: the highest levels of
Commerce, Office of Management and Budget, or Congressional
appropriation/oversight hearings. The department may require studies,
analysis, or evaluations on complex issues such as downsizing,
public/private access to government information, technology in the
workplace or reorganization/modernization. These studies may include,
but not be limited to: NPR issues such as when to use performance-based
organizations, franchising, or measuring customer satisfaction;
Information infrastructure issues both internal and external; Budget
issues arising from the current environment (forced downsizing, abolish
USTTA); Administration issues that cut across departments (empowerment
zones, Defense conversion); and Commerce bureaus-specific issues
(weather service modernization or technology transfer). Multiple
contracts will be awarded under this solicitation. Awards for one year,
with four one-year options are anticipated. Services will be requested
by Quick Reaction Task Orders(QRTOs). When a need for an urgent task
arises, competition for those tasks will be limited to the contractors
who have received an award under this solicitation. The QRTO contract
requires that contractors demonstrate broad-based, high-level policy
expertise and be large enough to offer stand-by capacity in all
management areas. The turn-around time for the Task Order competitions
is extremely quick. The amount of task orders issued may be constant
or fluctuating. Among other evaluation criteria, experience in
providing advice and guidance to senior management in a cabinet level
agency will be required. The prior contracts for these services were
awarded 5/15/93. Five contractors were awarded contracts: Price
Waterhouse; Booz, Allen & Hamilton; McManis & Associates; KPMG Peat
Marwick; and Development Associates. Eight task orders were awarded
with the following companies receiving awards: Price Waterhouse, 5;
Booz, Allen & Hamilton, 2; and KPMG Peat Marwick, 1. Copies of the
solicitation will only be provided in response to written or faxed
requests received directly from the requestor. Telephone requests will
not be honored. This solicitation is open to all responsible sources.
