Gomez, (303) 497-5133 The National Oceanic and Atmospheric Administration, Environmental Research Laboratories, Forecast Systems Laboratory (FSL) has a requirement for specialized engineering services to complete the feasibility phase of a Directed Balloon Sounding System (DBSS). Although initial capabilities of the DBSS have been demonstrated under DBSS Prototype I, the services now required are to design and test a DBSS Prototype II payload, and to write specifications for the pre-production-model payload and vehicle of the DBSS. The DBSS Prototype II payload must be designed to extend the power, pumping,and communications capabilities of Prototype I, and will have additional requirements on hazard avoidance and recoverability that are specific to the ocean environment. In-depth knowledge of DBSS Prototype I and of the testing performed to date are prerequisites for designing the DBSS Prototype II payload. DBSS Prototype I hardware covers a broad range of engineering specialties -mechanical, electrical, electronic, and communications. The DBSS Prototype I package includes meteorological sensors, instrumentation state sensors, power, location information, balloon-to-ground telemetry, pumps, air-release valve, and helium safety vent. The DBSS Prototype II payload will build on the laboratory and field experience gained with DBSS Prototype I. Field tests performed on the DBSS Prototype I cover a variety of mechanical, electrical, electronic, communications, fluid dynamics, thermodynamics, and solar and thermal radiation measurements. In the absence of other qualified sources it is the intent of the Government to negotiate a sole source contract with Mr. Anderson under ''other than full and open competition''procedures, pursuant to 41 U.S.C. 253(c)(1) - only one responsible source. Interested concerns must submit a written qualification statement to clearly establish their ability to provide the these services.
