U.S. Patent and Trademark Office (PTO) plans to establish contractual
sources of supply for professional services to support a variety of
new initiatives. PTO is charged by statute with processing patent and
trademark applications and granting patents, registering trademarks,
and disseminating patent and trademark information. A number of
reengineering efforts are underway to improve these processes to
benefit customers who completely fund agency operations through user
fees. Legislation is under consideration to convert PTO into a
performance-based, wholly owned government corporation. As a result of
these initiatives, contractor expertise in commercial and industry
sector practices is sought to supplement PTO Federal expertise. PTO has
a need for contractor assistance in such areas as researching and
benchmarking best commercial and industry practices, preparing
cost/benefit analyses, undertaking economic analyses on intellectual
property systems, developing alternative methods of achieving
objectives, implementing strategic plans, developing standards for
performance measurement, formulating new administrative procedures, and
assessing the need for general process improvements. It is envisioned
that work assignments will occur on short term notice through the
issuance of quick reaction task orders contracts for a base and two
option year performance period. The PTO is seeking sources to
participate in a two-phase competitive procurement. The first phase
consists of submission of capability statements demonstrating interest,
experience, and qualification to fulfill the overall requirements.
Those firms deemed capable by the PTO will be invited to participate in
the second phase that consists of oral presentations in response to a
separately issued Request for Proposal. Interested firms are invited to
submit statements/packages demonstrating qualifications and relevant
experience in: (1) supporting an environment undergoing significant
technological, process and procedural changes including reengineering;
(2) knowledge/experience with a wide variety of federal professional
and administrative functions including budget, accounting, finance,
procurement, human resources, planning, property, and space management;
and (3) ability to provide a wide variety of technical assistance to
multiple customer areas simultaneously on short term notice. All three
of the above categories are approximately equal in significance.
Capability statements showing interest and qualifications should be
submitted to PTO prior to 5:00 pm. local time, July 8, 1996. Capability
must not exceed twenty pages in length. PTO will evaluate all responses
for minimum requirements of pertinent experience, basic qualifications
including ability to furnish variety of technical resources, and
demonstrated record of prior successful performance in similar
operational environments. Qualified firms will subsequently receive a
copy of a solicitation to participate further in this procurement and
no further synopsis or notice will be issued. Those firms deemed not
qualified will be notified; however any firm desiring to participate
further will be provided the opportunity if they so desire. This is a
100% small business set-aside. The applicable SIC is 8742. The PTO
anticipates making multiple awards as a result of the solicitation.
