of the Interior's Bureau of Land Management (BLM), as part of a
collaborative, multi-agency initiative with the United States
Geological Survey (USGS), the United States Forest Service (USFS), and
the National Oceanic and Atmospheric Administration (NOAA), has a
requirement to assess the effectiveness of current Federal civilian
surveying and mapping activities in light of (1) advances in geospatial
technologies, (2) devolution of Federal programs and activities to
state and local governments, as well as the private sector, and (3) the
impact of U.S. budget deficits on U.S. economic growth over the past
decade. The terms ''surveying'' and ''mapping'' are used herewith to
describe the broader field of activities including land surveying,
photogrammetry, remote sensing, point positioning, (e.g., Global
Positioning Systems (GPS), geographic information systems, and
generally, all geospatial activities. This cross-cutting,
effectiveness-oriented, study must meet the highest standards of
objectivity and be accomplished by an entity enjoying the utmost
confidence of the collaborating agencies and the private sector, as
well as the Congress of the United States. Because of its status as a
Congressionally-chartered, non-profit entity whose charter directs it
to ''identify emerging issues of governance and provide practical
assistance to federal, state, and local governments on how to improve
their performance'', the National Academy of Public Administration
(NAPA) has been chosen by the agencies to perform this study. The
proposed study will incorporate, by reference, a study on certain
charting and geodesy functions that is currently being performed by
