Sharyn Abbott, 202/632-1503. The National Institute for Literacy (NIFL)
is seeking interested bidders for a full and open competition. The NIFL
seeks to work with a contractor for the purpose of designing,
developing implementing and delivering a program of technical
assistance to states interested in building interagency accountability
systems that enhance their ability to: 1) define and monitor results
of adult literacy and basic skills programs (in terms of what impact
they have on the ability of adults to achieve real world outcomes); and
2) to continuously improve the quality of programs and policies to
improve such impact. Such technical assistance will comprise an
integrated program including: written materials, seminars, workshops
and academies, creation of a resource bank and peer mentoring network
that builds on and integrates the accomplishments and learnings from
NIFL's Performance Measurement Reporting and Improvement Systems
(PMRIS), Interagency Staff Development Systems (ISDS) and Equipped for
the Future (EFF) initiatives as well as related programs of other
federal agencies and national organizations. The expected release date
