126. The National Institute of Corrections/Bureau of Prisons proposes
to negotiate a contract on sole source basis with George Camp and
Camille Camp, Spring Hill West, South Salem, New York, 10590 to
continue advisory and management assistance to the National Institute
of Corrections and the Association of State Correctional
Administrators(ASCA) for the continued development and implementation
of training and networking programming for the directors of state and
other departments of corrections which was provided under Grant Award
95P04GIB6 to ASCA for providing opportunities for directors to
participate in the New Directors and All Directors programs for
networking and training during period of May 1, 1995 through July 31,
1996, also provided for the initial planning for the following twelve
months of ASCA/NIC professional development activities. ASCA represents
the nation's leaders in the field of corrections. Its membership is
composed of the directors of fifty states department of corrections,
the federal systems, the Correctional Service of Canada,the
Commonwealth of Pueto Rico, the United States Virgin Islands, Guam,
other Commonwealths and Territories of the United States and major
urban correctional systems. As the key decision makers in corrections,
it is extremely important that these directors continue to develop
professionally, be kept abreast of corrections issues and trends and
have the opportunity to network to both gain and provide information
and assistance.With this solicitation, NIC will provide contractual
support to the Association for planning, coordination and
implementation of one professional development training program for New
Directors of Corrections in federal Fiscal Year 1996 (October 1, 1995
through September 30, 1996). Historically, four to nine new directors
participate in a New Directors training event with approximately seven
director/peer instructors delivering the training modules. Instructors
are experienced current state departments of corrections directors.
Also in attendance, generally, are three or four NIC representatives.
Additionally, and through option/idefinite quantity provisions planned
to this proposed contract award - and subject to availability of funds
through the appropriations process - the Institute will provide for
planning and implementation of one All Director's professional
development training program(generally attended by 40-50 directors; 3-4
NIC representatives, 1-2 consutant/trainer; and 3-4 staff from
Executive Secretariat of ASCA); up to two New Directors training
events; and one planning meeting of the Training Committee of ASCA in
fedral Fiscal Year (October 1, 1996 through September 30, 1997). The
initial contract term will be for a period of two and one half months
- July 15, 1996 though September 30, 1996. One option extension period,
consisting of twelve months (October 1, 1996 though September 30, 1997)
may be exercised at the discretion of NIC and subject to the
availability of funds for Fiscal Year 1997.The contractor will be
responsible for the provisions of all consulting services. George and
Camille Camp are deemed as the only responsible source capable of
providing the required technical assistance as set forth in 41 USC
253(c)(2) - Unusual and Compelling Urgency. Interested parties may in
