This is a notice of intent to issue RFQ EASC 96-288 on a sole source basis under statutory authority 41 USC 253 (c)(1), only one responsible source, to Oregon Climate Service, Oregon State University, Corvallis, Oregon. Performance under this contract requires the contractor to provide for the preparation of gridded climate data for updating the US Climatic Atlas. The contractor shall utilize an analytical model called PRISM (Parameter-elevation Regression on Independent Slopes Model) which distributes point measurements to a geographic grid at regional to continental scales. PRISM uses a digital elevation model (DEM) to group stations according to topographic facets at spatial scales that reflect the local station density. Precipitation and other parameters can be estimated at each DEM cell through a weighted regression of the climate parameter with elevation. The contractor shall provide both digital files of monthly and annual grids for temperature and precipitation parameters. Hard copy maps for selected products shall also be provided. Delivery is estimated to be June 1997. All responsible sources may submit a quote that will be considered by the agency. Written or faxed requests for the RFQ will not be honored.
