510-437-5916. The U.S. Coast Guard intends to solicit and negotiate
with only one source, Building Industry Consulting Service
International (BICSI), 10500 University Center Drive, Suite 100, Tampa,
FL, 33612-6415, for a 5 day on-site training course titled Designing
Telecommunications Distribution System (DD102), at Coast Guard Island
located in Alameda, CA. This training will include the following: plan
and lay out various building telecommunications projects, techniques
and methods used to design low voltage systems for these projects,
cover all aspects of design from entrance point through horizontal and
backbone distribution systems to the workstation, and preparation for
the RCDD exam. Training is to take place 26 Aug 1996 through 30 Aug
1996. The Request for Quotation will be issued on or about 17 Jun 1996.
This procurement is a 100 per cent Small Business Set-Aside. The SIC
code is 8249 and the small business size standard is $5 million average
annual receipts for the preceding three fiscal years. Supplies/services
required are available from only one source and no other type of
supplies/services will satisfy agency technical requirements. This
notice of intent is not a request for competitive quotes. Interested
parties have 15 days from the publication date to submit their
qualifications/capabilities. Information will be used solely to
determine whether to conduct this procurement on a competitive basis.
Responses not directly addressing the ability to supply the above may
be considered non-responsive. It is suggested that small business firms
or others interested in subcontracting opportunities in connection with
the described procurement make contact with the firm listed. See

Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
