The Large Area Tracking Range Program Office located at the Naval Air Warfare Center Aircraft Division, Patuxent River, MD requires that the additional instrumentation packages be procured as a new procurement modification in support of the Large Area Tracking Range (LATR) under contract N00421-93-C-0094. The procurement of these packages will be made on a sole source basis to Science Applications International Corporation, SAIT Electronic Systems Division, 10240 Sorrento Valley Road, San Diego, CA 92121. The requirement is being pursued on a sole source basis with SAIC citing FAR 6.302-1 ''Only one responsible source and no other supplies or services will satisfy agency requirements,'' as the basis for permitting other than full and open competition. Specifically, SAIC as the developer of the LATR system has sole possession of the drawings related to the instrumentation packages. The following instrument packages are required: 1) 17 each Air Instrumentation Packages (AIPs) for Rotary Wing (RW) aircraft; 2) 15 each AIPs-Fixed Wing; 3) 13 each Ship Instrumentation Packages (SIPs). Delivery timeframe for the instrumentation packages is six months. The instrumentation packages shall be delivered to the Pacific Missile Range Facility (PMRF) in San Diego, CA. Note 22 applies.
