Manager, 904-882-9391, X 5044. The Air Combat Training Systems (ACTS)
Integrated Product Team (IPT), Aeronautical Systems Center (ASC), Eglin
AFB, Florida, plans to contract for upgrades to the existing inventory
of P4B, P4BX, and P4AW Airborne Instrumentation Subsystem (AIS) pods
and AN/ASM-694 AIS test sets, and new AIS pods for the Alpena
Measurement and Debriefing System (MDS). A P4B test set will also be
upgraded to accommodate the Alpena pod configuration. The contract will
include P4B/BX/AW AIS pod and AN/ASM-694 AIS test set upgrades using
the Advanced Message Oriented Data Security Module (AMODSM) for
encryption of transmitted data, and an option for Global Positioning
System (GPS) upgrades for improved Time-Space-Position Information
(TSPI). The National Training Center/Air Warrior (NTC/AW) range is
currently upgrading their existing P4AW AIS pod and test set inventory
to provide sufficient physical space for the AMODSM which will allow
for the encryption upgrade of the P4AW AIS and test set under this
contract. In addition to AMODSM and GPS, the new Alpena AIS pod
configuration will require a rangeless training capability. The
contract will include a performance specification and options for
Contractor Logistics Support (CLS). Existing Air Combat Maneuvering
Instrumentation (ACMI) training ranges currently use ground
multilateration position techniques to calculate participant aircraft
TSPI. These techniques require multiple instrumentation towers to be in
line-of-sight with the aircraft at all times. In addition, the accuracy
of the aircrafts calculated position is dependent on its actual
position in relation to the instrumentation towers. Altitude accuracy
is particularly degraded when the aircraft is flying at low altitude.
Effective training range size is limited by the number and placement of
the instrumentation towers since the aircraft must have line-of-sight
with at least 3 towers. The KGV-23 AMODSM is an encryption device
intended to prevent interception of classified or sensitive TSPI and
event data to or from training aircraft. Existing and future air-to-air
and air-to-ground weapons systems will necessitate the encryption of
aircraft TSPI and event data. AMODSM is currently in development under
a US Navy contract and is scheduled to enter production in March 1997
with deliveries projected to begin in December 1997. EMD units will be
available in March 1997. The AMODSM will be provided as Government
Furnished Equipment (GFE). Technology has evolved to the point where a
rangeless capability is feasible and affordable. The P4-BE program
will contain options to upgrade the P4B and P4BX AIS pods and the
AN/ASM-694 AIS test sets with a capability to operate independently of
any ground based infrastructure (rangeless capability) and also have
the capability to operate on current 36 aircraft ACTS ranges. The
rangeless capability requires pod-to-pod communication, data recording,
on-board weapon simulations, and real-time kill notification. The
AN/ASM-694 AIS test sets will also be upgraded to have the capability
to test the upgraded pods in the most current configuration . The
Nellis Air Combat Training System (NACTS) will upgrade and modernize
the Red Flag Measurement and Debriefing System (RFMDS) currently in use
at the Nellis AFB, NV training range. The Joint Tactical Combat
Training System (JTCTS) will upgrade and eventually replace NACTS and
all other ACMI range training systems. NACTS includes GPS and
encryption, JTCTS includes GPS, encryption, and a rangeless capability,
however, neither program has the scope to retrofit the total required
number of AISs. This program will be indirectly related to NACTS and
JTCTS, and is intended as a complementary effort which will ensure the
required quantity of training assets are available as the upgraded
training systems become available. In addition, the upgraded AIS pods
and the new Alpena AIS pods will be designed to interface with the
NACTS GPS uplinks and downlinks, and provide for commonality with the
JTCTS airborne instrumentation. The anticipated contract type will be
Firm Fixed Price (FFP) with Fixed Price Incentive Firm (FPIF) options.
A draft Request for Proposal (RFP) is scheduled for release in
September 1996, followed by one-on-one meetings with potential
offerors. An RFP is scheduled for release in December 1996 with
proposals due 45 days after RFP release. Contract award is planned for
late April. Information associated with this program may be classified
up to and including SECRET/Special Access Required (SAR). The
contractors computer system must be accreditable in accordance with
current USAF computer security policies. A technical library is
available containing current technical orders, and other information
relevant to this acquisition. A 24 hour limitation for loan of this

receive solicitations and access to the technical library is restricted
to qualified U.S. contractors who have registered with and are
certified access to DoD Scientific and Technical Information (STINFO)
and export controlled information by the United States/Canada Joint
Certification Office, Defense Logistics Service Center, Battle Creek,
MI 49016-3412, 1-800-352-3572. Certification is accomplished using DD
Form 2345, Military Critical Technical Data Agreement. A Statement of
Terms and Conditions for Release of Air Force Owned or Developed
Computer Software Packages must be completed by each offeror and
returned to ASC/VXC prior to being granted access to the Air Force

release approval. The Standard Industrial Classification Code for this
acquisition is 3663 (750 personnel). Interested firms must submit a
Statement of Capability (SOC) within fifteen (15) days of this
announcement. Submit the SOC to Ms. Jaciel Robbins, ASC/VXCK, 102 West
D Avenue, Suite 300, Eglin AFB, FL 32542-6808. The SOC must include,
but is not limited to, successful experience or capability as a prime
contractor in: (1) the integration of Commercial Off the Shelf (COTS)
hardware for an AIS or specific similar application, (2) the
installation, integration, and test of such COTS hardware, (3) the
modification of Government Furnished Software (GFS) or development of
software for an AIS or specific similar application, and (4) the
facilities and personnel to handle and store classified information at
the SECRET/SAR level. Respondents to this notice will not be notified
of the results of the evaluation of information submitted. After the
Statements of Capability have been screened, any draft or final
solicitations will be issued to those prospective sources who, in the
sole judgment of the purchasing activity, have the capability to
successfully fulfill the P4-BE Program requirements. Firms responding
to this synopsis should state whether or not they are a small business
concern or small disadvantaged business concern as defined in Federal
Acquisition Regulation (FAR) 52.219-1 and FAR 52.219-2. An Ombudsman
has been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the Program
Manager or Contracting Officer, but to communicate contractor concerns,
issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
