synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. The solicitation number for this RFQ
is 10670083. The proposed action is a 100% small business set-aside.
The SIC Code for this solicitation is 7372. The NRC intends to
purchase: (1) 350 copies of Persoft, Inc's. software upgrade or equal
for the latest version Smarterm 470 for Windows (these are upgrades to
NRC licensed copies of the DOS version of Smarterm) and (2) complete
documentation - at a minimum at least 2 documents: A User Guide and a
Technical/ Administrative guide. The application must provide Data
General Dasher terminal emulation software for PCs communicating with
a Data General host via TCP/IP. The application (emulator) shall have
the capability to, as a minimum: (1) be compatible with 80486 and
later, IBM PC compatible with 8 or more Megabytes of RAM and VGA color
displays (PCs will be running MS-DOS version 5.x or later, and
Microscoft Windows version 3.1 or later); (2) be a Windows application,
a DOS emulator running in Windows is not acceptable, support Dynamic
Data Exchange (DDE), and be compatible with the WINSOCK specification;
(3) not utilize any memory when not running, (i.e., no TSRs); (4) be
compatible with OnNet software (version 1.2 and later) from FTP
Software Inc.; (5) provide full Data General Dasher terminal emulation
(compatible with Dasher terminal models D470C, D460, D400, D220, and
D100); and (6) include a script language or equivalent capability.
Delivery is F.O.B. Destination, 30 ARO. Offerors offering other than
brand name items identified herein should furnish with their offers
adequate information to ensure that a determination can be made as to
quality of the product(s) offered. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-38. Provisions at 52.212-1, Instructions to
Offerors--Commercial Items, applies to this acquisition. The provisions
at 52.212-2, Evaluation--Commercial Items applies to this acquisition.
The following factor shall be used to evaluate offers: Capability of
the offeror's proposed software to meet the specifications/requirements
as set forth in this solicitation. Offerors shall include a completed
copy of the provision at 52.212-3, Offeror Representations and
Certifications--Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions--Commercial Items, applies to
this acquisition (there are no addenda to this clause). The clause at
52.212-5, Contract Terms and Conditions Required to Implement Statutes
Or Executive Orders-- Commercial Items, applies to this acquisition.
