Environmental Engineering for the development of a comprehensive plan
for improving water quality, and aquatic and riparian habitat
conditions for Stoney Creek watershed located on the grounds of the
National Naval Medical Center (NNMC), Bethesda MD. NNMC's goal is to
redevelop Stoney Creek to a pre-urbanized condition, reduce storm water
surges, and to put NNMC in full compliance with the 1987 Clean Water
Act Amendments (CWAA) section 302- water quality. Contractor shall
provide technical support to NNMC in three areas Task 1 - Application
of the Rapid Stream Assessment Technique (RSAT), or equivalent method
to evaluate stream conditions on approximately one total stream mile
with the Stoney Creek watershed. Task 2 - Evaluation of existing storm
water management systems at NNMC. Develop a comprehensive evaluation
of the function, type of pollutant(s) removed, required operation and
maintenance (O&M), and recommended upgrades or improvements of these
systems. Task 3 - Development of a technical watershed management plan
(including existing and future storm water management systems) which
comprehensively addresses potential stream restoration, storm water
management, reforestation, improvements for fish habitat and wetland
creation opportunities in the Stoney Creek watershed area. This task
shall include site location, drawings of the proposed systems, a
priority ranking system and detailed cost estimates for each project
type. The firm must demonstrate its qualifications with respect to the
published evaluation factors for all services listed above. Specific
evaluation factors include: (1) PROFESSIONAL QUALIFICATIONS NECESSARY
FOR SATISFACTORY PERFORMANCE OF REQUIRED SERVICES - Firms will be
evaluated in terms of the staff's (a) experience as a firm providing
environmental services; and (b) active professional registration in the
state in which the services will be performed; (2) SPECIALIZED
EXPERIENCE AND TECHNICAL COMPETENCE OF THE FIRM IN THE TYPE OF WORK
REQUIRED - Firms will be evaluated on their: (a) recent experience
(within the past 5 years) with regard to performing on projects
requiring storm water management studies in terms of drainage area
size, degree of watershed improvements, severity of stream channel
erosion problems, extent of storm water management controls, and stream
habitat and/or riparian habitat value;(3) CAPACITY TO ACCOMPLISH THE
WORK IN THE REQUIRED TIME - Firms will be evaluated in terms of (a)
ability to accomplish project, (b) present workload, and (c) ability to
sustain the loss of key personnel while accomplishing work within
required schedules;(4) PAST PERFORMANCE - Firms will be evaluated on
past performance on contracts with Government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules;(5) LOCATION - Firms will be evaluated on their
location with respect to the general geographical area of the contract
and their knowledge of local codes, law, permits, and practices of the
area (provided that application of this criterion leaves an appropriate
number of qualified firms, given the nature and size of the project);
and (6) VOLUME OF WORK - Firms will be evaluated in terms of work
previously awarded by DoD during the previous 12 months, with the
objective of effecting an equitable distribution of work among
qualified A-E firms, including small and samll disadvantaged business
firms and firms that have not had prior DoD contracts. Firms are
required to prepare reports utilizing Lotus 4W files and prepare
drawings using reduced E size engineering drawings onto 8 1/2'' X 11''
sheets. A/E firms which meet the requirements described in this
announcement are invited to submit completed SF254 (unless already on
file) and SF255 to the office shown above. Firms responding to this
announcement by 10 days from the date of this announcement at or before
4 p.m. local time will be considered. If the closing date falls on a
weekend, the submissions will be due on the next working business day.
Firms having a current SF254 on file with this office may also be
