#RFP-17-96-44. Project consists of locating the boundaries of Patented
Mineral Surveys Numbers 2286, 2427, 2428, 3803, 5945, 5946, 5947 and
5965. These Mineral Surveys are adjacent to U.S.A. Lands. The work
consists of Corner Search 54 each (corners with evidence believed
acceptable 44 each, Number of corners not found, require search, 10
each). Total number corners requiring monumentation 48 each. Corners
monumented by BLM, PLS or PE 9 each, Line tree search 0 each, Control
Survey 7.50 miles, Boundary Lines requiring to be Marked and Posted
5.50 miles, Maintenance of Corners 0 each and Recording of 1 Plat, in
Nevada County. Project is located approximately 15.5 air miles
Northeast of Nevada City and 3 air miles Northeast of Washington,
California, in portions of Sec. 30 and 31 of T.18 N.,R.11 E., MDM.
Elevations ranges from 3000 to 5000 feet above sea level. A project map
is available upon request. It is recommended that interested firms plan
on using survey grade Global Positioning Systems (GPS) on this project.
Estimated start date is July 29, 1996. Contract Time is 128 days after
effective date of Notice to Proceed. Firms having a current (Submitted
after Jan. 1, 1996) SF-254 on file with the Tahoe National Forest need
not file again, but must submit a completed SF-255 for this project by
July 24, 1996, C.O.B., to the Tahoe National Forest, P.O. Box 6003,
Nevada City, CA. 95959-6003 Attn: Contracting. All other firms must
submit both a completed SF-254 and SF-255 by the above due dates. To

positioning systems (GPS). The Tahoe National Forest has adopted the
GPS specifications prepared by the California Geodetic Control
Committee called ''Specifications for Geodetic Control Networks Using
High-Production GPS Techniques''. Version 2, July 1995. These

In order for a firm to be qualified they must show proof of
qualification for the professional('s) in charge by providing the
following: States registered in, state registration number, date of
registration and registration expiration date. Qualifying firms must
also demonstrate the qualifications of the professional in charge and
the firms experience by providing samples (a recorded plat) of projects
similar in type and size of Patented Mining Claim survey and
retracement in the California Northern Mines Area. In evaluating firms,
the following criteria and descriptors will be applied in descending
order of importance: (1) Specialized experience and technical
competence in the type of work required. Specialized qualifications and
experience of professionals and other key personnel assigned to this
project, including technical skills, management skills, project
coordination in completing projects similar to the type and size of
work solicited herein. Including but not limited to technical skills
and knowledge in the use of Global Positioning Systems (GPS) and other
specialized tools and equipment used by the profession. (2)
Professional qualifications necessary for satisfactory performance of
required services. The firm's and subcontractor's capacity, technical
competence and qualifications for satisfactory performance of projects
similar to the type and size of the projects solicited, including the
percent of time the professionals will be in the field, assigned to
the project. (3) Capacity to accomplish the work in the required time.
Firm's ability to demonstrate that previous contracts of record,
similar to the type and size of the project solicited, have been
completed within contract time and have met contract requirements with
initial effort. (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules. Greater consideration
will be given to firms demonstrating previous performance on contracts
similar to the type and size of the project solicited herein. (5)
Location in the general geographical area of the project and knowledge
of the locality of the project, given the nature and size of the
project. Greater consideration will be given to firms demonstrating
previous performance on contracts performed in central Sierra Nevada
Mountains (within or adjacent to the Tahoe National Forest) similar to
the type and size of the project solicited, knowledge of historical
local surveying practices, record repositories, land ownership patterns
and proximity of the firm to the project area. (6) The volume of work
previously awarded within the past five years by the Forest Service in
California will be evaluated with the objective of effecting an
equitable distribution of the contracts among qualified A & E firms,
including minority, 8(a), or small disadvantaged firms that have not
had prior Forest Service contracts. (7) Additional points may be
assigned or credit given to potential contractors that are or will
subcontract with certified 8(a) or other small disadvantaged
