solicitation consists of road reconstruction including grading,
drainage, base, paving and bridge. Project includes: construction
survey & staking; construction scheduling; contractor sampling &
testing; 16,000 ton hot asphalt concrete pavement; 950 ton asphalt
cement; 65 acres clearing & grubbing; 76,500 ton aggregate base; 21,700
ton road maintenance rock; 3,800 lnft pipe culvert; 312 lnft pipe arch
culvert; 165 slry units temporary turf establishment; 2,255 lnft
underdrains; 7,340 lnft silt fence; 220,000 cuyd roadway excavation;
22,500 ton unclassified borrow; 11,000 ton select borrow; 7,000 sqyd
roadway obliteration; 42,000 lnft fences; 26,000 sqyd earthwork
geotextiles; 200,000 sqyd topsoil; 15,000 ea Government provided
plants, trees, shrubs, vines & groundcover; 6,400 lb epoxy coated
reinforcing steel; 5,280 cuyd riprap; 39,495 lnft removal of fence;
4,000 hrs flagging; 400 hrs pilot car; 155,000 lnft permanent pavement
markings; 30,000 sqyd dry seeding; 330 slry units hydraulic
seeding/mulching; and other small items of work. Project is located
approximately 31 miles northeast of John Day, Oregon. Work shall be
completed by July 15, 1998. Estimated price range is between $2,500,000
and $5,000,000. Presolicitation Notices are being provided to firms on
this agency's mailing list concurrently with the publication of this
synopsis.----The following applies only to Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 million per contract. The DOT provides an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
