F08620-96T6634. Due 8 July 1996. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6 as supplemented with additional
information included in this notice. Quotations are being requested,
and a written solicitation will not be issued. This solicitation is
hereby issued as a Request for Quotation (RFQ) F08620-96T6634. This RFQ
incorporates provisions and clauses as those in effect through Federal
Acquisition Circular Number 90-36. This requirement is being
advertised as full and open competition, and the standard
classification code is 3471; small business size standard is 500
employees. Schedule: The contractor shall provide the following item,
1 each: ENVIRONMENTAL CONTROL BOOTH: Self-contained dust sanding booth.
Requirements; Minimum Velocity per minute-100 feet across face of
booth, self-cleaning unit, HEPA filtration, inside lighting, expandable
capability in 40''-50'' increments, not less than 90'' high by 180
inches wide and not more than 90'' high by 192 inches wide, exterior
and interior epoxy or paint finish to minimize rust, silencer pack on
the exhaust, compressed air requirement of 90-100 PSIG. Must be able to
sand graphite, kevlar, boron, and fiberglass without harm to the
filtration system. Offerors will include the cost of 1 owner's manual
and 1 maintenance manual in the quotation; if either or both are not
available, please so state. The cost of replacement filter elements
should be listed as a seperate item. Quotation should include costs for
FOB destination to Hurlburt Field, FL. Warranty information should be
stated. Installation parameters: cost for professional installation
and/or applicability of user installation should be stated.
Availability/projected delivery time after receipt of order should be
provided. Warranty period and coverage shall be stated. FAR 52.212-1,
Instructions to Offerors-Commercial, applies. IAW FAR 52.212-2,
Evaluation-Commercial Items, the Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. The Government
anticipates the award of a firm-fixed price purchase order. The
following factors (in descending order of importance) shall be used to
evaluate offers: (i) technical capability ot the item offered to meet
the Government requirement, (ii) past performance, (iii) price, (iv)
and delivery date/cost. Technical capability, past performance, and
delivery, when combined, are 70% of the evaluation factor. Quotations
should be submitted in sufficient detail (product literature is
requested and will be considered in evaluation of the quotations) to be
used in evaluation of the offers. For evaluation of past performance,
offerors are required to submit information pertaining to previous
sales to other government activities (preferable) or to private
companies. Include contract number, date of purchase, amount of
purchase, and name/address/phone number of purchaser. Failure to submit
this information for evaluation will result in subpar scoring in the
applicable area of evaluation. Offerors should include a completed copy
of thr provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items, with its offer. The FAR clause at
52.212-4, Contract Terms and Conditions-Commercial Items, and 52.215-5,
Contract Terms and Conditions Required to Implement Statues or
Executive Orders-Commercial Items, are incorporated by reference.
