a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR subpart 12.6 as supplemented with
additional information included in this notice. Quotations are being
requested, and a written solicitation will not be issued. This
solicitation is hereby issued as a Request for Quotation (RFQ)
F08620-96T0896. This RFQ incorporates provisions and clauses as those
in effect through Federal Aquisition Circular Number 90-36. This
requirement is being advertised 100% set aside for small business
concerns (Note 1, CBD). As such, nonmanufacturing small businesses are
required to obtain the item from a small business manufacturer. The
standard classification code is 3569; small business size standard is
500 employees. Schedule: The contractor shall provide the following
item, 1 each: HORIZONTAL BALER: Provide and install factory assembled
and tested horizontal recyclables baling machine consisting of
compression chamber, conveyor, and automatic bale ejector.
Specificatons of Compression Chamber: Opening to allow loading of items
up to 60'' x 36''. Allow the baling of various recyclable items to
include corrugated cardboard, bond paper,news paper, computer paper,
steel cans, PET plastic and HDPE plastic. The size of the bale produced
must be no longer than 62'' x 36'' x 52'', nor smaller than 48'' x 24''
x 36''. The completed cycle time for the baler to completly compress
and eject a complete bale of any ofthese items with the compression
chamber full shall be 1 minute. Conveyor: Electrically powered conveyor
belt that moves the loaded commodities from within 24'' of the floor up
to and into the compression chamber with no spillage. A switch should
be provided within 36'' of the conveyor to start and stop the
operations of the belt. Installation: Contractor shall wire the baler
(including conveyor) into the existing 208 VAC 3 phase service in Bldg
91360, Hurlburt Field, FL. The baler will be installed on an existing
6'' deep concrete floor inside the building. Anchor bolts provided by
the contractor will be used for the installation. The baler and
conveyor together must take up no more than 36 feet x 12 feet of clear
floor space under the 12 foot ceiling for proper installation and
operation. Contractor will touch up paint as required, make sure all
appropriate safety decals are present and in their proper location,
check that the baler motor is wired for the correct voltage, check that
the motor starter has the correct thermal overloads for the installed
voltage, and check that the performer is wired correctly for the
installed voltage. Contractor will demonstrate baler to facility
personnel and produce at least one bale of each of the different types
of recyclable commodities that the baler is capable of processing.
Subsequent to the demonstration, the vendor will provide four
additional hours of on-site instruction in the care and use of the
baler. Performance requirements: Electrical - 208 volts, 3 phase; Daily
Capability - 10 bales; Bale Weight - Corrugated: 1100-1300 lbs, Bond
Paper: 1300-1500 lbs, Newspaper: 1350-1600 lbs, PET Plastic: 750-900
lbs; HDPE Plastic-800-950 lbs. FAR 52.212-1, Instructions to
Offerors-Commercial, applies. IAW FAR 52.212-2, Evaluation-Commercial
Items, the Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be most advantageous to the government price and
other factors considered. The Government anticipates the award of a
firm-fixed price purchase order. The following factors (in decending
order of importance) shall be used to evaluate offers: (i) technical
capability of the item offered to meet the Government requirement, (ii)
past performance, and (iii) price (including cost of delivery of item)
Technical capability and past performance, when combined, are 65% of
the evaluation factor. Quotations should be submitted in sufficient
detail (product literature is requested and will be considered in
evaluation of the quotations) to be used in evaluation of the offers.
For evaluation of past performance, offerors are required to submit
information pertaining to previous sales to other government activities
or to private companies. Include contract number, date of purchase,
amount of purchase, and name/address/phone number of purchaser. Failure
to submit this information for evaluation will result in subpar scoring
in the applicable area of evaluation. Offerors should include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications-Commercial Items, with its offer. The FAR clause at
52.212-4, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items, are incorporated by reference.
