synopsis published 5 June 1996 titled Liebert Sitescan 2000 Windows
Monitoring System With Alert Alarm Database Software and Opalport
Battery Monitoring System.) This is a combined synopsis/solicitation
for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This is a notice of the Government's intention to purchase a
Computer Room Utility Monitoring System. This system shall be PC-based
and shall be required to be integrated into an existing network of
Utility Monitoring Systems at United States Strategic Command, Offutt
AFB, NE. The new system shall monitor the following installed
equipment: four-Liebert System 3 Airhandlers (all digital and analog
signals; i.e., motor current, temperature, humidity, and all alarms),
one-multi-zone Fenwal halon system; two-Exide 3450 UPS modules in a
piggyback redundant configuration (all key digital and analog signals;
i.e., input and output voltage and current, battery float voltage and
current, and all module and summary alarms), 192 cell battery system
of EX-23 batteries (voltages of individual replaceable units, string
voltage, and cell condition trending based on unit independence or cell
load mapping, and out of tolerance alarming). This system shall include
the following new equipment: four-water detection modules and 50' water
detection tapes, one-Pentium PC host computer (minimum 75MHZ processor,
600 Mbyte hard drive, 14'' SVGA color monitor, 16 Mbyte RAM, sound card
and speakers), one-system printer (dot matrix capable printing all
alarms, reports, and trending graphs), one-battery Monitoring System,
windows based software system (the software system shall include
graphics of all key systems with ''intuitive'' point and click
navigation, text based alarming with alarm escalation, logging, and
archiving). This new system shall be compatible with and networked with
five existing Liebert Site Scan 2000 with Alert Utility Monitor Systems
operating on existing coax 10 Base 2 Ethernet. The new system shall be
integrated with and function within the present network. This
requirement calls for a turnkey system to include installation,
integration checkout, testing, operator familiarization, and training;
therefore, pricing for this must be included. This solicitation is
issued as a request for quotation. Place of delivery (FOB point) is
USSTRATCOM/J6203A, 901 SAC Blvd, LeMay Bldg, 1J Dock, Offutt AFB, NE
68113-6600. Installation and acceptance is the 1J Computer Room, 901
SAC Blvd, LeMay Bldg, Offutt AFB, NE 68113-6600. Delivery date to be
quoted by vendor. FOB point shall be destination. Offers are due not
later than 4:00 p.m. local time, 10 July 1996, in the 55th Contracting
Squadron Specialized Flight, 901 SAC Blvd, Suite 1E16, Offutt AFB, NE
68113-5640. Solicitation is open to both large and small businesses.
Offerors are requested to submit manufacturer's name, make, model
number, and product literature with their proposal. The following
provisions/clauses apply to this solicitation: FAR 52.212.1,

Evaluation--Commercial Items (paragraph (a) of the provision reads: (1)
technical capability of the item offered to meet the Government
requirement, (2) price, and (3) delivery terms); FAR 52.212-4, Contract

and Conditions Required to Implement Statutes or Executive
Orders--Commercial Items (clauses a1, a2, b1, b2, b5, b6, b7, b8, and
b9 apply); and DFARS 252.212-7001, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders Applicable to
Defense Acquisitions of Commercial Items (clauses 252.205-7000,
252.225-7001, 252.225-7012, 252.225-7014, 252.227-7015, 252.227-7037,
252.233-7000 and 252.249-7001 apply). A completed copy of the provision
at FAR provision 52.212.3, Offeror Representations and
Certifications--Commercial Items, and DFARS 252.212-7000, Offeror
Representations and Certifications--Commercial Items, shall be included
