The National Institute of Standards and Technology (NIST) has a
requirement for Nickel Cadmium Batteries and Double Tier/Double Row
Battery Racks. The batteries shall be nickel cadmium rated for 190
amp-hours at the 8-hour rate or approved equal. The battery dimensions
shall be 14.2''H x 5.0''L x 6.5''W (361mm H x 128mm L x 165mm W). The
batteries have the following salient characteristics: 1) normal
charging methods: taper, constant current, constant voltage, pulse; 2)
battery capacity: the rated capacity of a cell shall be in ampere
hours at the 8-hour discharge rate to 1.14 volts per cell; 3) maximum
system voltage: 1.52 VPC = 140 VDC, recommended equalize volts per cell
shall be 1.52; 4) minimum system voltage: 1.14 VPC = 105 VDC; 5)
battery characteristics: long life (10-12 years), wide range of
operating temperatures, resistant to electrical abuse, accepts high
rates of charge, storage charge retention, simple maintenance, shall be
constructed of polypropylene with high impact resistance plastic case
and each cell shall be fitted with flip-top flame arresting vents.
Additionally, the battery shall include all interconnections for
battery installation and shall be shipped ready for commissioning
charge. The battery racks shall be double tier/double row battery racks
with the following characteristics: 1) 22''W x 48''H x 60''L (558.8mm
W x 1,219.2mm H x 1,524mm L); 2) 22''W x 48''H x 72''L (558.8mm x
1,219.2mm H x 1,828mm L); 3) rails shall be steel channel, galvanized
zinc finish and 1.625'' x 1.625'' x 0.105'' thick (41mm x 41mm x
2.7mm); 4) rail insulation shall be plastic channel 0.06''W (1.5mm); 5)
support frames shall be steel angle with acid resistant ASA#61 gray
paint and 2.0'' x 1.5'' x 0.135'' (51mm x 38mm x 3.4mm); 5) sway braces
shall be flat steel with acid resistant ASA#61 gray paint and 1.00'' x
1.3'' (25mm x 3.3mm). Along with the batteries and battery racks, the
Contractor shall supply technical operation instructions, installation
and operating instructions, a schematic wiring diagram, and a parts
list. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS
PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS
SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING
REQUESTED, AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
solicitation, number 52SBNB6C9191 is a Request for Proposal (RFP). The
solicitation document and incorporated provisions & clauses are those
in effect through Federal Acquisition Circular 33. The associated
Standard Industrial Code (SIC) for this procurement is 5065, and the
small business size standard is 500 employees. Contract line item
number (CLIN) 0001 is ninety-two (92) nickel cadmium batteries; CLIN
0002 is three (3) battery racks. Delivery is required within 30 days
after contract award, FOB Destination to NIST, Building 301, Receiving,
Gaithersburg, MD 20899-0001. The following FAR provisions apply to this
solicitation; 52.212-1, Evaluation - Instructions to Offerors -
Commercial; 52.212-2, Evaluation - Commercial Items. Evaluation
criteria to be included in paragraph (a) of provision 52.212-2 are as
follows: (i) technical capability of the item offered to meet the
Government requirements; (ii) price; in descending order of importance.
All offerors are to include with their offers a completed copy of
provision 52.212-3, Offeror Representation and Certifications -
Commerical Items (available upon request). The following FAR clause
