The National Park Service, Denver Service Center, Technical Information
Center, is conducting a pilot electronic document and imaging project.
The pilot will consist of thirty to fifty users. The pilot's purpose
is the integration of electronic files and images (i.e., CADD files
linked with the drawing image; GIS files linked with the map image;
Wordperfect files linked with the document image), aerial photographs,
slides, videos, color photographs, scanned documents including
engineering drawings and the Technical Information Center's Informix
(Online Engine/New Era) database of metadata for the published Park
Service documents. Scanning equipment procured outside this scope of
work will be procured and will need scanning software & integration
with the rest of the project. Other technology necessary for this
information delivery is already in place - the Internet, DOInet, park
connectivity, and server software (Worldwide Web/Mosaic). The pilot
should demonstrate that all new electronic files can be preserved and
retrieved in a user friendly windows environment enabling the self
delivery of information via a World Wide Web and/or Lotus Notes
interface for the Networked user. Vendors will be asked to conduct a
requirements assessment, build a design document, and one or more
vendors will be selected for the pilot. The Denver Service Center has
adopted the Windows NT network as their networking environment. The
server(s) the pilot will run on will be HP Net Servers with NT
operating systems. Vendors may bid on one or more of the following
issues: (1) The imaging and viewing software for the various file
formats used, including AutoCadd drawings, allowing for editing and
redlining with a minimum of four colors, (2) The storage management of
large GIS files, scanned images, and AutoCadd files, (3) Integration
of all components and with the existing Informix database and Lotus
Notes (the internal user interface), (4) The workflow of the drawings
and documents from their prepublication origin to the archival Informix
database. (5) The WWW interface for the general public. (6) The
retrieval of the content of the data, ie OCR, ICR, or other. (7)
Document management of the prepublication documents, must include
mandatory metadata fields and check in & check out features. (8)
Computer output to laser disk. (9) Scanning and driver software for
Kodak scanner (or comparable). (10) Training on site staff in the care
and maintenance of the installed system. (11) Replication of internal
data to the public internet server. The winning bid(s) will be judged
on retrieval time of the metadata, retrieval time of the scanned
images and the original document files, cost, ability to deliver
products within specified time frame, seamless integration with
Informix New Era database and with Lotus Notes, efficiency of content
retrieval including non-textual information, ie architectural details,
ease of use, ease of administration, reliability of support,
completeness of the design, ease of modifying applications, scalability
to additional applications, ie data mining, integration with other
internal databases, etc. Vendors will be supplied with scanned images
for their test, documentation of the TIC Informix database, a
conceptual report on Amoeba by Synetics Corp. All components of the
pilot may not be awarded. This acquisition is solicited under full and
