Philadelphia intends to negotiate a requirements contract on a sole source basis with Grumman Aerospace Corporation, Aircraft Systems Division for PREPARATION OF TECHNICAL MANUALS/ CHANGES OR REVISIONS, REPORTS AND OTHER DATA REQUIRED BY THE NAVAL AIR TECHNICAL SERVICES FACILITY (NATSF) IN SUPPORT OF THE CAT-IIID and RADCOM Interface Unit. This contractor is the designer and sole manufacture of the cited weapons systems. Strict compatibility/ integrity with the production hardware can only be maintained through acquisition of the technical manuals/changes/revisions from this contractor. Proposed acquisition will result in a firm fixed price, requirements contract with a base ordering period of one year with two one-year options. The contract delivery requirements, quantities and destinations will be defined in each order issued under this contract. The ordering periods for the contract will be as follows: Base Period: 05 AUG 1997 - 04 AUG 1998; Option 1: 05 AUG 1998 - 04 AUG 1999; Option 2: 05 AUG 1999 - 05 AUG 2000. Interested parties may identify their interest and capability to respond to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this notice will be considered by the Government. Information received as a result of this notice of intent will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
