Command, Control, and Ocean Surveillance Center (NCCOSC), Research,
Development, Test and Evaluation Division (NRaD) has been tasked by
Defense Advanced Research Projects Agency (DARPA) offices to provide
technical support in the concept formulation, design, development,
application and evaluation of new sensors, communication and
information control concepts as related to radar and infrared sensors
and ancillary systems such as communications, navigation, guidance,
command and control, and information and planning. The purpose of this
contract will be to provide systems engineering and related technical
assessment support services for DARPA mandated efforts aimed at the
high level concept stage, system design and development, system
implementation, testing/demonstration and transitioning of advanced
sensor, guidance, communication and navigation technology. Work shall
include systems engineering analyses, assessments, real-time system
prototyping and testing of sensors and their related subsystems such as
signal processing, information processing, data fusion, automation, and
operator-interface technology. The scope of the work shall include the
development and/or assessment of a variety of advanced sensor systems
such as High Resolution Radar, Synthetic Aperture Radar (SAR), LASER,
Forward Looking Infrared (FLIR), downward looking IR, and active LIDA
systems. Also included is related technology dealing with signal
processing algorithms used in automatic target detection, recognition
and classification and the utilization of expert systems for
information processing, multi-sensor/image algorithm data fusion,
simulation and modeling to predict system performance in related
systems such as Global Position System (GPS), Line-of-Sight (LOS) and
SATCOM communication systems, Maritime systems and test beds for risk
assessment, system analyses and performance evaluations. DARPA programs
to be supported are; Arsenal Ship, Fast Ship, Small Unit Operations,
Unmanned Tactical Aircraft, Geo Location, Low Power GPS, Precision
Clock, GGP, Operations Other Than War/Law Enforcement, Bosnia ACTD, DE
CATCHER (Acoustic ASW Program) and Battle Assessment Data
Dissemination. The period of performance is estimated at a base period
of five years with no option periods. The contractor must have a
security clearance at the level of top secret. This effort will consist
of approximately 530,000 labor hours within the following labor
categories: Manager; Sr. Scientist; Sr. Sys/Project Engineer; Sr. Sys
Design Engineer; Sr. Systems Analyst; Sr. Hardware Engineer: Sr.
Software Engineer, Electrical/Sys Engineer; Software Engineer; Quality
Assurance Specialist; Data/Configuration Mgmt. Spec.; Test &
Evaluation Engineer; Electronic Technician; Technical Editor and
