PROGRAM - 1996 NRA 96-OSS-12 This notice constitutes a broad agency
announcement as contemplated in FAR 6.102(d)(2). The Office of Space
Science of the National Aeronautics and Space administration (NASA)
solicits proposals for educational programs that seek to broaden
undergraduate bachelor through graduate master degree education
opportunities through student designed and constructed experiment
payloads to be flown by NASA on small suborbital rockets and
stratospheric balloons for the Student Launch Program - 1996
(NRA-96-OSS-12) to be released July 15, 1996, with proposal submission
by close of business (4:30pm) November 15, 1996. Proposers may request
up to $35K for a maximum of 30 months to defray expenses involved in
the planning, design, construction, testing, and flying of their
payloads. Credited institutions of higher education are welcome and
encouraged to propose as are consortiums of organizations that may
incorporate all categories of organizations including educational
institutions, profit and nonprofit institutions, NASA Centers, and
other Government agencies. Participation by minority serving
educational institutions is especially encouraged. A Notice of Intent
to propose is requested by August 23, 1996, and a Preproposal Briefing
for interested organizations will be held at NASA Headquarters,
Washington, DC, on September 13, 1996. The announcement of selections
is expected on or about March 1, 1997. This NRA is available
