864-3735. HYPER-X RESEARCH VEHICLE FABRICATION NASA Langley Research
Center, Hampton, Va. and the Dryden Flight Research Center, Edwards,
California, are planning to conduct the HYPER-X research program. One
aspect of the program is to conduct atmospheric testing of a subscale
research vehicle from M = 5 to 10 starting in 1998. NASA is conducting
a sources sought synopsis to identify contractors that offer (1) the
availability of state-of-the-art Rapid Prototyping manufacturing
capability, (2) a staff with the technical skills to utilize this
capability efficiently in conjunction with Government Provided designs,
(3) the skills and facilities required for the fabrication and total
system integration of research aircraft, and (4) the programmatic
capability to direct and focus this activity in a cost-efficient
manner. The production of these aircraft will require the integration
of all flight vehicle subsystems including, for example, airframe,
propulsion, flight control, thermal protection, instrumentation,
communications, etc. The flight certification of these aircraft will be
conducted by the government, however, the contractor will conduct a
series of ground based functional, environmental, and performance and
characterization tests to assure the government that the vehicle
systems function properly. Since the production of these aircraft
require the utilization of an airframe-integrated hydrogen dual mode
scramjet engine, the performance of certain tasks will be classified
SECRET. Interested offerors having the required specialized
capabilities to meet the above requirements are invited to submit
appropriate documentation, literature, brochures, and references to
demonstrate and support that they have the necessary experience and
resources to meet the above requirements. The SIC code for the
contemplated work is 8731 and a small business is one with no more than
1500 employees. This synopsis is for information and planning purposes
and does not indicate a commitment by the Government nor that the
Government will pay for information solicited. Respondents will not be
notified of results of evaluations resulting from this Sources Sought
Synopsis. Respondents deemed fully qualified will be considered in any
resulting solicitation for the requirement. Firms responding should
indicate whether they are a socially or economically disadvantaged
business firm, a small business, an 8(a), and/or a woman-owned business
concern. The Government reserves the right to consider a small business
or 8(a) set aside based on responses hereto. All responses should be
submitted to the NASA Langley Research Center, Industry Assistance
Office, Mail Stop 144, Hampton, VA. 23681-0001 within 10 days from the
date of publication of this announcement. Requests for additional

there will be a Presolicitiation Meeting which will include the design
status of the Hyper X vehicle on June 28, 1996 from 8 a.m. to 4 p.m..
The review will be held at Langley Research Center, Pearl Young
Theater, Building 1202A. Attendance at the review will require
confirmation of a SECRET level security clearance. Clearance
verification must be faxed to the NASA Langley Security Office at
